Master's Thesis from the year 2010 in the subject Politics - Region: Eastern Europe, grade: 1,5, European University Viadrina Frankfurt (Oder), language: English, abstract: The master thesis is related to significant problems in contemporary Europe – not only from the perspective of Polish people living in Belarus but also from the international perspective. Belarus is arguably the least democratic country in Europe. As such it has posed problems for the EU and other European and Western institutions, especially on the field of minority protection. Minorities are among the most contested issues in political life because they speak to an inherent tension in human affairs between competing desires for freedom and belonging. The diversity, aimed by the Western political actors, simply contradicts the principle that legitimates a political community in an authoritarian state. In the case of the Belarusian dictatorship it leads to enhanced conformity resulting in minority discrimination. The paper presents different kinds of the external influence in order to assess the most effective one(s) when defending minority rights in a dictatorship. The 1st chapter the Author presents the ways of understanding and considering the problems of minorities, minority rights, their protection as well as the relationship between minorities and dictatorship. The Author is highlighting research methods too. In the 2nd chapter Ms. Szumanska concentrates on presenting the origins of dictatorship in Belarus and on how Polish minority functions there. The Author tries to examine the situation of Poles in the contemporary Belarus. The 3rd chapter gives a good overview of regulations (internal, bilateral and international standards) related to the treatment of minorities in Belarus. She states that practices of Belarusian authorities towards Polish minority in Belarus is incompatible with democratic standards. The 4th chapter is an attempt to present and analyze the impact of Western countries and international organizations on Belarusian authorities. Ms. Szumanska uses the following examples of foreign actors: USA, OSCE, EU, UUN, Russia and Poland. Ms. Szumanska has also mentioned the influence of NGO’s in Belarus and has examined some aspects of discrimination of the Polish minority (press, Catholic practices, education, labour market..etc.). In the last chapter “Conclusions” the Author tries to refer to aims posed in introduction, to answer the research questions and to find out why all this is taking place.

The individual photographs and groups of works were selected from a variety of submissions and range from classic black-and-white portraits to flashy Photoshop experiments. The focus of artistic interest is always on human subjects in diverse everyday situations, whether sunbathing on the town beach in their spare time, enjoying a breakfast break at a bus station, or as proud war veterans. The pictures paint a timeless and contemporary picture of life in Belarus rather than offering a representative portrayal of day-to-day realities, sometimes with documentary intention, and at other times with an ironic twist. World War II and the defeat of the German occupiers is evidently still today an important "official" theme for Belarusian society, a fact that is visually commented on by the alternative art scene. The International Contest of Contemporary Drama (ICCD ) was set up by Belarus Free Theatre to encourage new writing and topromote Belarusian cultural identity on an international stage with the participation of artists around Europe. Belarusian playwrights, banned within their own country but recognised for their workoutside, have the opportunity to show their work in Belarus. It also includes the work of foreign playwrights in an international cultural context, and in which Belarus would have its place for the first time. The ICCD has produced playwrights such as Anna Yablonskaya, Aleksey Shcherbak, and Pavel Pryazhko – whose plays have been produced at the Royal Court Theatre – and brothers Mikhail and Vyatcheslav Durnenekov who have written for the Royal ShakespeareCompany. The contest, one of the top three of its kind in central Europe, has enjoyed success since its conception in 2005, garnering critical acclaim, but was discontinued in 2010 due to a lack of funds. 2014 is the first year it has been held in a free country. In previous years it was held underground in Belarus, hidden from the authorities.BFT have now reinstated this contest, and increased the diversity of participants in order to include Belarusians who remain isolated because of the state policy on internet censorship and media control. This publication is dedicated to promoting the works of the winning playwrights, and is published to coincide with an award ceremony at the Young Vic Theatre in London. In 2014, BFT received 523 submissions from 12 participating countries:Russia, Ukraine, Belarus, USA, Germany, UK, Israel, Kyrgyzstan, Kazakhstan, Azerbaijan, Georgia and Estonia. The winning plays in this collection are in 3 main categories: Best Full-Length Play; Best Experimental Writing for Theatre/Short Play; Best Adaptation of a Classic Text; plus a special award, The Tom Stoppard Award for Best Debut. The ICCD, and Belarus Free Theatre: New Plays from Central Europe, reconnects the Belarusian people with their independent artistic voice and their cultural identity within a European context.
