Department of Defense (DoD) initiatives to use contractors on deployed military operations remains a contentious issue in U.S. military transformation. Despite the intense debates surrounding the benefits and costs of DoD outsourcing, little attention has focussed on similar Ministry of Defence (MoD) initiatives underway in the United Kingdom (UK). Since the UK and United States are likely to remain close allies in future expeditionary deployments, the MoD's approach to contractor support is a salient case study for the DoD and U.S. armed services. This monograph, by Professor Matthew Uttley, examines the controversies surrounding deployed contractor support, the ways that the MoD has harnessed private sector capacity, and the lessons this provides for U.S. policymakers and military planners. In doing so, the author provides important insights into a significant theme in contemporary defense and security policy.

Since the Cold War, the United States and United Kingdom (UK) armed services have undergone significant transformation in response to the radically altered threat environment, new operational demands, and reduced defense budgets. Central to this transformation in both states is an expanded role for private contractors in providing deployed support functions traditionally conducted by uniformed personnel. Despite the similar direction of military reform, the U.S. armed services' approach to battlefield outsourcing has undergone extensive public scrutiny and debate, whereas UK Ministry of Defence (MoD) initiatives have hitherto attracted comparatively little independent assessment. Close U.S.-UK military cooperation over recent years in Afghanistan and Iraq, and the likelihood that both states will remain close allies in future interventions, suggest that the UK MoD's approach to deployed contractor support is a salient issue for U.S. military planners. This monograph analyzes the MoD's outsourcing strategy and identifies those aspects of UK policy and doctrine that warrant consideration by the Department of Defense (DoD) and U.S. armed services. Evaluation of the performance of MoD outsourcing policy and doctrine against measures of cost effectiveness and operational effectiveness reveals two broad observations. The MoD has developed a number of novel command and control mechanisms that have succeeded in rationalizing and removing the risk in commercial battlefield support. But the data necessary to evaluate the real impact of deployed outsourcing have yet to enter the public domain. Similarly, questions remain about the relative cost-effectiveness of organic military provision and contractor alternatives. Comparative analysis indicates that there are no fundamental differences in overarching MoD and DoD outsourcing philosophy, but there are specific MoD initiatives that could enhance the U.S. armed services' ability to manage their deployed contractor support. 7.

In Private Military and Security Contractors (PMSCs) a multinational team of scholars and experts address a developing phenomenon: controlling the use of privatized force by states in international politics. Robust analyses of the evolving, multi-layered tapestry of formal and informal mechanisms of control address the microfoundations of the market, such as the social and role identities of contract employees, their acceptance by military personnel, and potential tensions between them. The extent and willingness of key states—South Africa, the United States, Canada, the United Kingdom, and Israel—to monitor and enforce discipline to structure their contractual relations with PMSCs on land and at sea is examined, as is the ability of the industry to regulate itself. Also discussed is the nascent international legal regime to reinforce state and industry efforts to encourage effective practices, punish inappropriate behavior, and shape the market to minimize the hazards of loosening states’ oligopolistic control over the means of legitimate organized violence. The volume presents a theoretically-informed synthesis of micro- and macro-levels of analysis, offering new insights into the challenges of controlling the agents of organized violence used by states for scholars and practitioners alike.

States Citizens And The Privatisation Of Security written by Elke Krahmann and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-02-04 with Political Science categories.

Recent years have seen a growing role for private military contractors in national and international security. To understand the reasons for this, Elke Krahmann examines changing models of the state, the citizen and the soldier in the UK, the US and Germany. She focuses on both the national differences with regard to the outsourcing of military services to private companies and their specific consequences for the democratic control over the legitimate use of armed force. Tracing developments and debates from the late eighteenth century to the present, she explains the transition from the centralized warfare state of the Cold War era to the privatized and fragmented security governance, and the different national attitudes to the privatization of force.

Mobilization Constraints And Military Privatization written by Eugenio Cusumano and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022-12-12 with Political Science categories.

This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.

Transforming To Effects Based Operations written by Andrew M. Dorman and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008 with Combined operations (Military science) categories.

The author examines the extent to which the United Kingdom (UK) has transitioned to effects-based operations to ascertain: (1) Areas where the U.S. Army could draw lessons from UK policies; (2) Areas where the U.S. Army and the British Ministry of Defence could develop integrated or complementary approaches and doctrines towards transformation for future alliance/coalition operations; and (3) Implications for the U.S. Army for working with the UK. This monograph is subdivided into four parts. Section 1 is a review of the evolution of British defence policy since the end of the Cold War and evaluates the degree to which it has adopted an effects based approach. Section 2 examines the British operational experience since the end of the Cold War including an analysis of the lessons learned and its experiences of working with allies. Section 3 analyses the UK's capability development through its doctrine and acquisition strategies. Section 4 evaluates the implications of these findings for the U.S. Army and makes 17 main recommendations.

British Defence In The 21st Century written by John Louth and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-10-02 with Political Science categories.

This book analyses UK defence as a complex, interdependent public-private enterprise covering politics, management, society, and technology, as well as the military. Building upon wide-ranging applied research, with extensive access to ministers, policy makers, senior military commanders, and industrialists, the book characterises British defence as a phenomenon that has endured extensive transformation this century. Looking at the subject afresh as a complex, extended enterprise involving politics, alliances, businesses, skills, economics, military practices, and citizens, the authors profoundly reshape our understanding of ‘defence’ and how it is to be commissioned and delivered in a world dominated by geopolitical risks and uncertainties. The book makes the case that this new understanding of defence must inevitably lead to new policies and processes to ensure its health and vitality. This book will be of much interest to students of defence studies, British politics, and military and strategic studies, as well as policy makers and practitioners.

Conveniently structured into five sections, The Routledge Research Companion to Outsourcing Security offers an overview of the different ways in which states have come to rely on private contractors to support interventions. Part One puts into context the evolution of outsourcing in Western states that are actively involved in expeditionary operations as well as the rise of the commercial security sector in Afghanistan. To explain the various theoretical frameworks that students can use to study security/military outsourcing, Part Two outlines the theories behind security outsourcing. Part Three examines the law and ethics surrounding the outsourcing of security by focusing on how states might monitor contractor behaviour, hold them to account and prosecute them where their behaviour warrants such action. The drivers, politics and consequences of outsourcing foreign policy are covered in Part Four, which is divided into two sections: section one is concerned with armed contractors (providing the provision of private security with the main driver being a capability gap on the part of the military/law enforcement agencies), and section two looks at military contractors (supporting military operations right back to antiquity, less controversial politically and often technologically driven). The final Part takes into consideration emerging perspectives, exploring areas such as gender, feminist methodology, maritime security and the impact of private security on the military profession. This book will be of much interest to students of military and security studies, foreign policy and International Relations.
