A la suite des exportateurs, des assureurs, des banques et des entreprises multinationales investissant à l'étranger, les investisseurs financiers sont devenus, avec le développement des investissements de portefeuille dans les marchés émergents, la dernière catégorie d'agent économique à utiliser de facon opérationnelle des analyses risque pays. Ce type d'investissement est en effet une activité risquée, comme le rappellent les crises qui ont frappé plusieurs pays depuis le milieu des années quatre-vint-dix. Ces crises, souvent mal anticipées, ont souligné la difficulté de l'évaluation du risque pays dans un contexe d'après-guerre froide, de libéralisation, de dérèglementation et de globalisation, à la charnière de réalités mondiales et nationales, de logiques privées et d'intérêts souverains. Pour ajouter à la complexité, des facteurs qualitatifs d'ordre politique et social, souvent déterminants dans la concrétisation du risque dans ces pays, doivent être obligatoirement pris en compte dans l'analyse. La stabilité y est de fait moins acquise que dans les pays développés, en raison de la fragilité des Etats de droit ou de la faiblesse des institutions. Le risque émergent tel qu'il a évolué ces dernières années reste toutefois maîtrisable par une analyse risque pays adaptée, prenant en compte les grandes variables interreliées de l'économie, ainsi que des variables politiques et sociales majeures. Un pays confronté à une crise présente en effet un profil caractéristique comportant différents éléments de vulnérabibilité, sur lequel un choc extérieur ou intérieur joue le rôle de catalyseur. La récurrence des crises souligne toutefois la nécessité d'une action de régulation pour encadrer les mécanismes de marché. Ceci passe obligatoirement par une adaptation et une consolidation du système financier international et des systèmes financiers des économies émergentes.
