The most recent EU-enlargements have considerably increased the number of small member states. In the EU-27, 19 countries have fewer votes in the Council of Ministers than the EU-average. These small states face a series of size-related disadvantages in day-to-day EU negotiations. Against this backdrop the book asks: are some small states better at coping with structural disadvantages than others? How active are small states in participating in day-to-day EU negotiations and why do some states use negotiation strategies more frequently than others? Under which conditions are the different negotiation strategies effective and when can small states punch above their weight? Based on more than 100 interviews with policy-makers and an analysis of a unique database on the negotiation activities of EU member states, this book explains how active participation is essential for the shaping success of small states and shows that small states are more influential with persuasion-based rather than bargaining-based strategies. Two case studies on the pesticides and the spirit drinks regulations further reveal that persuasion strategies are especially effective if the arguments match the nature of the issue at stake and resonate well with prior beliefs of addressees. No other study comprehensively analyzes small states in a comparative perspective, examines their activity levels in EU negotiations and outlines which conditions are needed for the effectiveness of a broad range of strategies. An indispensable resource for students and researchers interested in how and under which conditions small states can influence policies in negotiations beyond the nation-state.

Diploma Thesis from the year 2015 in the subject Economics - International Economic Relations, grade: 1,3, University of Leipzig, language: English, abstract: The Association Agreement, which was signed between the European Union and Ukraine in 2014, opened a big discussion about new challenges in Europe. Many European countries signed similar Agreements and became very quickly therafter full members of the EU. Nowadays there are a lot of opinions and myths about what exactly the Ukrainian Association is, and, in general, where it should bring Ukraine and Europe. This research paper explores the objectives pursued by the EU and Ukraine by the time they signed the Agreement. It provides a full analysis and interpretation of its content and describes how Ukrainian attempt to get closer to the European Union changed the geo-political situation in Europe. This paper is important as it will cast in light the background of the present tragical events in Ukraine and will provide deeper knowledge about the situation. The main hypotheses of this work are as follows: 1. The Association Agreement between Ukraine and the EU does not give any guarantees for the accession to the EU and could only be seen as the basis of a prospective future membership. 2. The access to the European integration of Ukraine in the EaP is precluded because of inflexible and “naive” policy of the EU. The ENP has failed and needs to be reconsidered. 3. Russian permanent intervention in the policy decision-making of Ukraine slowdowns its integration towards Western Europe. The paper will be a mixture of description and “data followed by analysis”, going gradually more in depth from the negotiation process to the conclusion of the AA between Ukraine and the EU. To make the argument easy to follow, chronological analysis will be used in dealing with the interval of 2007-2015 (from the beginning of negotiations to the implementation process of the AA).

Is Turkey on the way to meet the economic Copenhagen criteria? The enlargement process that the European Union faced the last decade stirred the debate again about the role Turkey has to play and whether or not Turkey should be part of the European Union. While the enlargement with the Central and East European countries of the former Soviet Union was a logical process, given the strong trade relationships and the political and historical context of these countries, the potential enlargement with Turkey is much more complex and controversial. The main innovation of the present study is that it unravels the complexity of the Turkish case by approaching the problem from different angles in a comprehensive way. In particular, by tuning in on the historic, political and economic processes, new insights are obtained about the feasibility of Turkish accession to the EU. By combining lessons from the existing literature, the use of new data and the analysis of the political economic processes, a new perspective on the enlargement question – with the key Copenhagen criteria used as a corner stone - is offered.
