Il populismo è un fenomeno che divide e impone di schierarsi. Come altre categorie politiche, è controversa e polemica: se ne servono leader e partiti centristi per accusare idee e movimenti di destra come di sinistra, facendo dell’opposizione al populismo la bandiera per accreditarsi come moderati presso gli elettori. Il problema è che il populismo vanifica ogni pretesa di moderazione, radicalizza la sfera politica rendendo tutti populisti, se non altro nella propaganda e nello stile del discorso, opposizionale e intollerante. Al cuore del populismo vi è infatti un rifiuto del pluralismo: ciò in base a cui i populisti intendono governare è la pretesa di una rappresentanza morale esclusiva di quello che essi considerano «il popolo vero». E se la discussione «sul» populismo rischia di diventare una discussione «pro» o «contro» di esso, il libro di Müller ha il merito di aver contribuito a rendere la categoria del populismo meno aleatoria. Diventato un classico tra gli studi contemporanei e qui riproposto con una nuova Prefazione dell’Autore e un nuovo saggio di Nadia Urbinati, il libro ci mostra come il populismo sia anche e prima di tutto una strategia di potere e ci invita a pensare alla politica democratica non solo come competizione per conquistare la maggioranza ma anche come dialettica politica tra posizioni diverse. Perché la vera questione, oggi, è in quale relazione il populismo si trovi rispetto alla democrazia, della cui linfa si nutre senza tuttavia nutrirla a sua volta.

During the European elections of 2014, one of the main issues raised by the media was the electoral performance of so called ‘populist parties’. The electorate confirmed its deep dissatisfaction with mainstream political parties, voting for far right parties in parliamentary elections in Northern Europe (Austria, Denmark, Sweden), Eastern Europe (Hungary, where the deeply anti-Semitic Jobbik party gained votes) and in France (where the French National Front won about a quarter of the vote), while in the Southern European countries, battered by austerity policies, it was the radical right and left in Greece (Golden Dawn and Syriza) and the radical left in Spain (Podemos) that obtained excellent scores. Cos’è il fascismo? E il populismo? Che rapporto hanno dal punto di vista storico e teorico? This book provides a comprehensive analysis of the impact of populism on the European democratic polity. In the last two decades, European democracies have come under strain amid growing populism. By asserting the superiority of the majority over the law, of direct democracy over representation, and claiming the necessity to defend national sovereignty against foreign interferences, the populist conception of democracy is in stark contrast with the longstanding Western notion of liberal democracy. This volume investigates populist attempts to radically change what Bobbio called the “rules of the game” of democracy from an eminently legal perspective. Weaving together normative and empirical analysis, the contributions focus on the institutions that have suffered the most from the rise of populism as well as those that have better resisted the populist tide. Special attention will be paid to the Venice Commission’s opinions and documents, as they represent the best European standards to evaluate the extent to which populism deviates from constitutional democracy requirements. The book also considers the responses of European States to the explosion of the COVID-19 pandemic. The COVID-19 pandemic has indeed been an accelerator of known and studied trends in most constitutional systems, such as the concentration of powers in the executive hands and the consequential loss of parliament's centrality. Various forms of populism across Europe have thus found an ideal breeding ground to implement their agenda of granting the executive broad regulatory and decision-making powers while loosening parliamentary and judicial checks. Against this backdrop, the book analyses how European democracies should adapt to the challenges posed by the pandemic, as this reflection can help respond to populist threats and propose a way forward for liberal democracy.
