This study investigated various types of cost reimbursement contracts, with particular emphasis on the Cost Plus Incentive Fee (CPIF) contract. Pertinent regulations, guides, literature, and other data were studied and consolidated to form the basis for the guidance and recommendations offered. The various elements of the CPIF are defined and their interrelationships explained. Techniques for structuring CPIF contracts for maximum effectiveness are suggested. (Author).

In cost-plus fixed fee contracts, the contractor is paid based on the actual costs incurred plus some graded incentive fee, rather than on a fixed bid. The larger the project, the more critical it becomes to ensure that the impact of all schedule changes be efficiently analyzed, so that the contractor can complete intermediate milestones as well as the entire project on time. Commercially available scheduling software does perform many of the necessary analyses, but cannot filter data in ways that are useful to schedule reviewers. In planning large projects, there is an acute need for supplemental software that can process scheduling data to make it immediately useful to schedule reviewers. The PROMAN (PROject MANagement) microcomputer-based schedule analysis software was developed by the U.S. Army Construction Engineering Research Laboratory (USACERL) to provide several tools to help evaluate progress of the construction project, to assess the impact of schedule changes upon the project, and to provide other assistance in construction schedule management. In this study, PROMAN was employed on a large cost-plus project undertaken by the Corps of Engineers in the construction of the National Test Facility (NTF) in Colorado Springs, CO.

Federal procurement contracts are divided into 2 types fixed-price and cost reimbursement -- that differ as to whether the gov't. or the contractor assumes the risk of increases in costs (e.g., wages, materials). There was an increase in the use of cost-reimbursement contracts during the George W. Bush Admin. The Obama Admin. wants to reduce by at least 10% the funds obligated in FY 2010 by "high risk-contracting authorities," such as cost-reimbursement, time-and-materials, and labor-hour contracts. Contents of this report: Intro.; Selecting the Contract Type; Types of Contracts; Recently Enacted and Proposed Legislation; Executive Branch Initiatives; Developments Re: Contract Types, 107th-110th Cong.
