In recent years "leaderless" social movements have proliferated around the globe, from North Africa and the Middle East to Europe, the Americas, and East Asia. Some of these movements have led to impressive gains: the toppling of authoritarian leaders, the furthering of progressive policy, and checks on repressive state forces. They have also been, at times, derided by journalists and political analysts as disorganized and ineffectual, or suppressed by disoriented and perplexed police forces and governments who fail to effectively engage them. Activists, too, struggle to harness the potential of these horizontal movements. Why have the movements, which address the needs and desires of so many, not been able to achieve lasting change and create a new, more democratic and just society? Some people assume that if only social movements could find new leaders they would return to their earlier glory. Where, they ask, are the new Martin Luther Kings, Rudi Dutschkes, and Stephen Bikos? With the rise of right-wing political parties in many countries, the question of how to organize democratically and effectively has become increasingly urgent. Although today's leaderless political organizations are not sufficient, a return to traditional, centralized forms of political leadership is neither desirable nor possible. Instead, as Michael Hardt and Antonio Negri argue, familiar roles must be reversed: leaders should be responsible for short-term, tactical action, but it is the multitude that must drive strategy. In other words, if these new social movements are to achieve meaningful revolution, they must invent effective modes of assembly and decision-making structures that rely on the broadest democratic base. Drawing on ideas developed through their well-known Empire trilogy, Hardt and Negri have produced, in Assembly, a timely proposal for how current large-scale horizontal movements can develop the capacities for political strategy and decision-making to effect lasting and democratic change. We have not yet seen what is possible when the multitude assembles.

Il libro mostra come la nozione di beni comuni che viene solitamente proposta manchi di basi solide e coerenti e dia contributi assai modesti alla comprensione sia dei molteplici intrecci che legano la sfera privata a quella comune, sia degli effetti delle innovazioni tecnologiche e istituzionali degli ultimi decenni. L’ideologia dei beni comuni, accompagnata alle confuse e variegate iniziative nate intorno ad essa, si rivela come il tentativo di dare una veste seducentemente nuova a idee vecchie e a modelli assai poco originali di intervento pubblico. L’analisi critica si estende a una serie di casi concreti di grande attualità come quelli del cibo, dell’acqua, del suolo, della città, dell’ambiente, delle conoscenze, dei beni culturali e delle comunicazioni.

The book reflects on the issues concerning, on the one hand, the difficulty in feeding an ever- increasing world population and, on the other hand, the need to build new productive systems able to protect the planet from overexploitation. The concept of “food diversity” is a synthesis of diversities: biodiversity of ecological sources of food supply; socio-territorial diversity; and cultural diversity of food traditions. This book presents the results of extensive international comparative research into the effects of the economic and financial crisis on democratic institutions and social cohesion policies. The collected studies describe and analyse the measures (often referred to as "reforms") adopted to counter the crisis and the effects of these measures.It investigates three areas: the impact on the functioning of institutions, with respect to the relationship between representative institutions and governments, and the organisational structure of administrations at national and local levels; the impact that the austerity policies on public spending have on social rights; and the impact on traditional instruments of public action (administrative simplification, public services delivering, the use of common assets).The general findings highlight the effect of reducing the administrative and government capacity of the democratic institutions: the public sector, rather than being innovative and made more effective, declines, offering increasingly poor public services and making bad decisions, fuelling substantive or formal privatisation solutions, which in turn cause further weakening.

Negli ultimi anni i ‘beni comuni' sono diventati la parola d'ordine di quella parte della sinistra che si oppone alla riduzione dei rapporti economici e sociali a una pura logica mercantile. Una logica che ha via via permeato anche la dimensione pubblica. Sono tesi che scaldano il cuore di chi a ragione si batte contro il capitalismo ma che a una lettura più riflessiva appaiono retoriche, superficiali, incoerenti, inadeguate e contraddittorie. Belle fiabe che fanno leva su un desiderio diffuso di cambiamento ma fanno a pugni con il tentativo di definire idee chiare e distinte, argomenti radicali ma comunque razionali, com'è caratteristico della tradizione illuministica europea. La mistica dei beni comuni diventa così il peggior nemico interno di un costituzionalismo di diritto privato che sappia davvero porre limiti alla pura logica del profitto.

Ha pubblicato numerosi saggi sul tema del neo-costituzionalismo e dei beni comuni: Beni comuni. Dalla teoria all’azione (Dissensi, 2011), Democrazia dei beni comuni, (Laterza, 2013), La democrazia possibile. Lavoro, beni comuni, ambiente per una nuova passione politica, (Dissensi, 2013). Già Assessore ai Beni Pubblici del Comune di Napoli, è stato membro della Commissione Rodotà, redattore dei quesiti referendari ed estensore della memoria presso la Corte Costituzionale sul referendum sull’acqua. Ugo Maria Olivieri, docente di Letteratura Italiana presso l’Università di Napoli “Federico II”. Ha curato testi di R. Caillois, della rivista francese “Change”, di La Boétie e Pirandello.
