Occuparsi di urbanistica è occuparsi dei processi di antropizzazione, ovvero di eventi non inevitabili o necessari ma che dipendono da scelte. Questo è ancor più vero nel momento in cui la globalizzazione moderna, fenomeno legato alle prima inesistenti opportunità tecnologiche – cioè la telematica, il trasporto aereo e quello ad alta velocità – sta modificando gli assetti territoriali che per millenni, ma soprattutto dalla rivoluzione industriale si sono concretizzati. Perdita di senso, di riferimenti sociali e culturali incombono e sembrano essere divenuti il prezzo da pagare per un indecifrabile percorso dettato negli ultimi decenni dall'economia che ha preso il sopravvento sulla politica, cioè l'arte di gestire la polis: più i territori sono deboli, o sono divenuti tali, più soggiacciono a queste logiche. Costruendo e realizzando il Workshop di Tropea si è iniziato a sperimentare sul campo come le riflessioni critiche elaborate possano aiutare a ricostruire un senso dello spazio e, contemporaneamente, l'abitante a divenire cum-cives. Questo libro continua il percorso dedicato all'identificazione delle nuove fenomenologie legate al formarsi della città globale e quindi al tema della ricerca di una possibile, auspicabile, identità individuale e collettiva, sostenibile sia riguardo le risorse naturali che socialmente. Se ciò lo si riuscirà a realizzare in territori oggi cosí problematici, resi ancor più distanti da opzioni economiche non troppo lontane, allora la parola speranza è lecita per l'urbanistica moderna e quindi per il bene pubblico, anzi, per il bene comune primo che è la città.

VESUVIUS 2000 is an interdisciplinary project aimed at producing a safe and prosperous habitat for the people living around Vesuvius. To produce this environment requires an effective collaboration between the experts and the public, whereby the danger from the volcano is used to reorganize the territory and thus produce new opportunities for the people surrounding the volcano. As an all inclusive physico-mathematical-computer model of the volcano, the Global Volcanic Simulator is a key tool for determining the effects of different eruption scenarios and thus for urban planning of the territory. La crescita della distanza tra i bisogni sociali e l’offerta dei servizi socio-sanitari di Comuni e Asl si sta accompagnando alla formazione lenta ma progressiva di un secondo Welfare: un’offerta di accesso a servizi generati all’interno delle comunità territoriali e urbane da associazioni e cooperative sociali, ma anche da parte degli stessi portatori dei bisogni sociali. Questi mondi però faticano a riconoscersi ed intrecciare le loro offerte, cosa che invece potrebbe creare percorsi di accesso, prestazioni e sedi di aiuto sociale inaspettate ed a costi decisamente contenuti. Per consentire tale dialogo, che è in grado di rafforzare la libertà e il diritto di scelta di ogni persona in rapporto ai bisogni di cui è portatore, occorrono nuovi strumenti informativi e comunicativi, facilmente accessibili, che consentano ai servizi sociali di conoscere come cambia la domanda di Welfare, e ai cittadini di conoscere l’offerta espressa sia dalle istituzioni pubbliche che dagli organismi sociali attivi nelle comunità di appartenenza. Da ciò l’ideazione - a cui si aggiunge una prima sperimentazione - di un «portale» di accesso e di fruizione dei servizi sociali offerti su un territorio e in una comunità. Una opportunità per rendere possibile la qualificazione ulteriore dei servizi erogati dalle istituzioni e la diffusione di quelle nate col concorso di gruppi, associazioni di volontariato e di promozione sociale e vere e proprie imprese sociali, come le cooperative sociali, attive nei territori e nelle comunità.

Le città sono cambiate, è cambiato il modo di intendere la città e di viverla. E questo spesso al di fuori della pianificazione e delle politiche urbane. Esiste ancora un legame tra le persone e i propri – e altrui – luoghi? Nell’era della virtualizzazione e della globalizzazione della realtà, luoghi e relazioni si stanno evidentemente trasformando. Al punto che si possono nutrire dei forti dubbi sull’esistenza ancora di uno “spazio pubblico di relazione”, quell’armatura fisica e relazionale che è alla base delle nostre città e che nelle espansioni urbane recenti – in tutto il mondo – ha perso quasi totalmente senso. Quali sono pertanto le “cautele” da adottare nei diversi “paesaggi” che compongono le nostre città e territori? Dalla storia alle nuove tecnologie attraverso le persone: gli “studi urbani” possono avere un ruolo per interpretare e governare questi cambiamenti? Di tutto ciò si è discusso nel 9° Congresso Città e Territorio Virtuale “Città Memoria Gente”. A questa edizione, che si è svolta a Roma dal 2 al 4 ottobre 2013, hanno partecipato oltre 130 tra relatori e espositori provenienti da numerosi Paesi d’Europa, America, Asia e Africa, i quali hanno animato le dodici sessioni tematiche seguendo i tre temi chiave del congresso, Città, Memoria, Gente. La ricchezza e la varietà dei contributi presentati costituiscono l’essenza di questo volume, che va ad alimentare un dibattito (multi)disciplinare che, nei diversi Congressi “Città e Territorio Virtuale”, ha raggiunto e coinvolto una ormai numerosa comunità scientifica intercontinentale.
