A quarter-century after the enactment of the 1964 Civil Rights Act, its legacy remains controversial. The statutory language intended to ensure equal opportunity to all individuals is now interpreted as authorizing both public and private employers to adopt preferential policies that benefit designated groups based on race and gender. Much the same transformation has occurred in federal contract programs: President Kennedy's executive order that required equal employment opportunity is now understood as mandating minority hiring with numerical goals tantamount to quotas. Herman Belz's "Equality Transformed: A Quarter-Century of Affirmative Action "traces this transformation of equality and how it was brought about by courts, regulatory agencies, and activists. The early champions of civil rights sought to eradicate impediments to advancement for the downtrodden; the ultimate aim was to create a truly colorblind society. Over the years, this goal, while still professed, became even more elusive. Preferences, goals, and timetables - "temporary" means for the attainment of a nondiscriminatory society - seemed to undermine that noble quest. "Equality Transformed "provides a textured history of affirmative action and its effects upon race relations and our democratic, egalitarian ideals. In recent years, under the impetus of the Reagan Justice Department, the Supreme Court has backed away, however hesitantly, from its earlier sympathy towards race-conscious remedies and preferential treatment. In three case studies of media coverage in the 1990s, Benjamin Page explores the role of the press in structuring political discussion. Page shows how the New York Times presented a restricted set of opinions on whether to go to war with Iraq, shutting out discussion of compromises favored by many Americans. He then examines the media's negative reaction to the Bush administration's claim that riots in Los Angeles were caused by welfare programs. Finally, he shows how talk shows overcame the elite media's indifference to widespread concern about Zoe Baird's hiring of illegal aliens. Page's provocative conclusion identifies the conditions under which media outlets become political actors and actively shape and limit the ideas and information available to the public. Freedoms Given, Freedoms Won explores the ways Afro-Brazilians in two major cities adapted to the new conditions of life after the abolition of slavery and how they confronted limitations placed on their new freedom. The book sets forth new ways of understanding why the abolition of slavery did not yield equitable fruits of citizenship, not only in Brazil, but throughout the Americas and the Caribbean. Afro-Brazilians in Sao Paulo and Salvador lived out their new freedom in ways that raise issues common to the entire Afro-Atlantic diaspora. In Sao Paulo, they initiated a vocal struggle for inclusion in the creation of the nation's first black civil rights organization and political party, and they appropriated a discriminatory identity that isolated blacks. In contrast, African identity prevaled over black identity in Salvador, where social protest was oriented toward protecting the right of cultural pluralism. Of all the eras and issues studied in Afro-Brazilian history, post-abolition social and political action has been the most neglected. Butler provides many details of this period for the first time in English and supplements published sources with original oral histories, Afro-Brazilian newspapers, and new state archival documents currently being catalogued in Bahia. Freedoms Given, Freedoms Won sets the Afro-Brazilian experience in a national context as well as situating it within the Afro-Atlantic diaspora through a series of explicit parallels, particularly with Cuba and Jamaica.
