COVID-19 merupakan penyakit yang berpunca daripada koronavirus sindrom pernafasan akut teruk 2 (SARS-CoV-2). Pertubuhan Kesihatan Sedunia (WHO) mengisytiharkan COVID-19 sebagai pandemik selepas mengambil kira peningkatan ketara kes di dunia pada 11 Mac 2020. Perlaksanaan Perintah Kawalan Pergerakan (PKP) oleh kerajaan sejak 18 Mac 2020 mengakibatkan implikasi yang besar kepada kehidupan golongan mudah terjejas atau B40 khususnya bagi pekerja harian yang tiada gaji, buruh upahan dan pekerja kontrak didapati sukar dan berhadapan dengan tekanan ekoran sumber pendapatan yang terputus. Sumber pendapatan yang tidak menentu dan terjejas ekoran daripada situasi getir ini menyebabkan mereka perlahan-lahan menjadi golongan miskin. Kekurangan tabungan dan pemilikan aset kehidupan yang dimiliki memberikan kesan dan tekanan untuk mereka berhadapan dengan situasi yang cukup mencabar. Kehilangan sumber pendapatan, terputus bekalan makanan sepanjang tempoh ini juga merubah warna kehidupan mereka. Sehubungan dengan itu, monograf ini menyingkap aspek jaminan makanan golongan B40 secara khusus dalam mengharungi detik sukar berhadapan dengan pandemik yang sedang melanda dunia.

Sekuriti makanan merupakan salah satu agenda utama yang diberikan perhatian dalam pembangunan negara. Kepentingan agenda ini turut dizahirkan sebagai salah satu matlamat utama kepada pencapaian Sustainable Development Goals 2030. Secara hakikatnya, pencapaian kepada sekuriti makanan wujud apabila setiap individu, pada setiap masa, sama ada secara fizikal, sosial dan ekonomi mencapai kecukupan makanan yang selamat dan nutrisi yang diperlukan bagi tujuan kehidupan yang sihat dan aktif. Sekuriti makanan ditunjangi oleh empat tonggak utama iaitu ketersediaan makanan, pencapaian makanan, penggunaan makanan dan kestabilan makanan. Setiap tonggak ini saling melengkapi antara satu sama lain bagi memastikan pencapaian sekuriti makanan. Sama ada disedari atau tidak, perlaksanaan agenda sekuriti makanan turut diterjemahkan dalam konteks pembangunan negara melalui perlaksanaan dasar kerajaan. Perkara ini dapat disaksikan melalui pelbagai dasar pembangunan yang memberikan penekanan kepada sekuriti makanan antaranya Dasar Pembangunan Luar Bandar, Dasar Pertanian Negara, Dasar AgroMakanan, Dasar Perubahan Iklim, Dasar Kepelbagaian Biologi Kebangsaan, Pelan Transformasi Negara dan sebagainya. Dasar yang digubal ini mempunyai saling kaitan antara satu sama lain bagi melengkapi kitaran tonggak sekuriti makanan dan akhirnya akan menyumbang kepada kesejahteraan pembangunan negara. Prosperity of a country is largely determined by the quality of these resources. Their jobs are really unique and can be graded as very important human resource managers (VIHRM) of the country.
