Greater labor market opportunities result in lower crime rates, a clear link that is often ignored in policy debates on crime reduction. This study examines the labor market characteristics of the offender/ex-offender population and the labor market conditions these potential workers face. It identifies ex-offenders as a distinctly disadvantaged subset of the low-wage workforce : they have little education, weak job histories, and weak labor market attachment, plus the additional penalty of a criminal record. Even at a time when the overall economy is growing, workers in this sector face higher levels of un- and underemployment. This monograph argues fuller employment for ex-inmates will need innovative labor market solutions, including increases in the minimum wage, more education and training, and the expansion of work supports such as the Earned Income Tax Credit.

Are the unemployed more likely to commit crimes? Does having a job make one less likely to commit a crime? Criminologists have found that individuals who are marginalized from the labor market are more likely to commit crimes, and communities with more members who are marginal to the labor market have higher rates of crime. Yet, as Robert Crutchfield explains, contrary to popular expectations, unemployment has been found to be an inconsistent predictor of either individual criminality or collective crime rates. In Get a Job, Crutchfield offers a carefully nuanced understanding of the links among work, unemployment, and crime. Crutchfield explains how people’s positioning in the labor market affects their participation in all kinds of crimes, from violent acts to profit-motivated offenses such as theft and drug trafficking. In this paper we explore the relationship between crime and work using data for a cohort sample of young men. We find that working and going to school significantly decrease the probability of committing criminal acts and by virtually identical amounts. Parochial school education and higher IQ are also significantly associated with lower criminal proclivities, but a high school degree has no significant effect. These findings, in conjunction with other research, suggest that participation in legitimate activities (employment or school) per se has a greater effect on criminal behavior than does the higher income associated with employment or educational attainment
