In this trenchant critique, Siba N'Zatioula Grovogui demonstrates the failure of international law to address adequately the issues surrounding African self-determination during decolonization. Challenging the view that the only requirement for decolonization is the elimination of the legal instruments that provided for direct foreign rule, Sovereigns, Quasi Sovereigns, and Africans probes the universal claims of international law. Grovogui begins by documenting the creation of the "image of Africa" in European popular culture, examining its construction by conquerors and explorers, scientists and social scientists, and the Catholic Church. Using the case of Namibia to illuminate the general context of Africa, he demonstrates that the principles and rules recognized in international law today are not universal, but instead reflect relations of power and the historical dominance of specific European states. Grovogui argues that two important factors have undermined the universal applicability of international law: its dependence on Western culture and the way that international law has been structured to preserve Western hegemony in the international order. This dependence on Europeandominated models and legal apparatus has resulted in the paradox that only rights sanctioned by the former colonial powers have been accorded to the colonized, regardless of the latter's needs. In the case of Namibia, Grovogui focuses on the discursive strategies used by the West and their southern African allies to control the legal debate, as well as the tactics used by the colonized to recast the terms of the discussion. Grovogui blends critical legal theory, historical research, political economy, and cultural studies with profound knowledge of contemporary Africa in general and Namibia in particular. Sovereigns, Quasi Sovereigns, and Africans represents the very best of the new scholarship, moving beyond narrow disciplinary boundaries to illuminate issues of decolonization in Africa. Human trafficking and smuggling of migrants: Four of the 12 illicit flows reviewed in this report involve human beings. The first two concern movement between the countries of the region, one for general labour and one for sexual exploitation. The third concerns the smuggling of migrants from the region to the rich countries of the West, and the last focuses on migrants smuggled through the region from the poor and conflicted countries of South and Southwest Asia. Drug trafficking: The production and use of opiates has a long history in the region, but the main opiate problem in the 21st century involves the more refined form of the drug: heroin. In addition, methamphetamine has been a threat in parts of East Asia for decades (in the form of yaba tablets), but crystal methamphetamine has recently grown greatly in popularity. Virtually every country in the region has some crystal methamphetamine users, and some populations consume at very high levels.Resources: Resource-related crimes include those related to both extractive industries, such as the illegal harvesting of wildlife and timber, and other crimes that have a negative impact on the environment, such as the dumping of e-waste and the trade in ozone-depleting substances. In all cases, the threat goes beyond borders, jeopardizing the global environmental heritage. These are therefore crimes of inherent international significance, though they are frequently dealt with lightly under local legislation.Counterfeit goods: The trade in counterfeit goods is often perceived as a "soft" form of crime, but can have dangerous consequences for public health and safety. Fraudulent medicines in particular pose a threat to public health, and their use can foster the growth of treatment resistant pathogens.

Genocidal wars, concentration camps, firebombed cities, spreading plagues of private blood-letting: the twentieth century has seen more than its fair share of violence, planned and unplanned, with prospects of still more to come. And yet, argues John Keane, among the paradoxes of this long century of violence is the paucity of imaginative reflection on the conceptual meaning, cause and effects, and ethical-political implications of violence itself. Comparable to Hannah Arendt's classic On Violence, Keane's book challenges this indifference. It throws fresh light on the notion that we are drifting towards a "new middle ages" marked by uncivil wars sanctioned by decentralized powers—warlords, gangsters, sects—which the modern state was supposed to eliminate. John Keane shows how the term "violence" is riddled with ambiguities, and he confronts the argument, stretching back from St Augustine to Freud, that violence is rooted in "human nature." Rejecting simple-minded pacifism, he goes on to formulate a theory of "uncivil society" and to examine the practical possibilities for greater civility.
