Democracy And Public Management Reform written by Luiz Carlos Bresser-Pereira and has been published by OUP Oxford this book supported file pdf, txt, epub, kindle and other format this book has been release on 2004-10-07 with Political Science categories.

Building the Republican State is an insightful analysis of the new state and the new public management that is emerging in the twenty-first century. It presents the historical stages that led to the modern state, identifies a crisis of the nation-state and its origins in a fiscal crisis and in globalization, and situates public management in the last phase - the social-liberal and republican state. To understand such stages the author develops the theory of republican rights, as a fourth type of citizenship right, after the civil, the political, and the social rights. The book contains an original model of reform, in which the roles of the state, the forms of ownership, the types of public administration, and the organizational-institutions indicated in each situation are put together. Additionally, the book discusses the political theories behind the reform, and its political implications. Throughout the book, the author underlines the complementary roles of markets and the state, and the importance of building state capacity to assure administrative efficiency, always having in count the 'democratic constraint', i.e., the prevalence of the political over the economic realm. This is essential reading both for those studying political theory and government reform, as well as for anyone interested in state politics and globalization.

A big and bold book by a leading Brazilian public intellectual and scholar-practitioner. Whether or not one agrees with his conclusions, Bresser-Pereira reaches deep into the history of the turbulent twentieth century to set the terms for a new debate on Brazil¿s development in the twenty-first. --Matthew Taylor, American University Spanning the period from the country¿s independence in 1822 through early 2015, Luiz Carlos Bresser-Pereira assesses the trajectory of Brazil¿s political, social, and economic development. Luiz Carlos Bresser-Pereira is professor emeritus of politics and economics at the Getulio Vargas Foundation. In addition to his long academic career, he has served as Brazil¿s minister of finance, minister of federal administration and state reform, and minister of science and technology, and also as secretary of the government of the state of São Paulo.

Law And The New Developmental State written by David M. Trubek and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-05-31 with Law categories.

This book explores the emergence of a new developmental state in Latin America and its significance for law and development theory. In Brazil since 2000, emerging forms of state activism, including a new industrial policy and a robust social policy, differ from both classic developmental state and neoliberal approaches. They favor a strong state and a strong market, employ public-private partnerships, seek to reduce inequality, and embrace the global economy. Case studies of state activism and law in Brazil show new roles emerging for legal institutions. They describe how the national development bank uses law in innovation promotion, trade law strengthens new developmental policies in export promotion and public health, and social law frames innovative poverty-relief programs that reduce inequality and stimulate demand. Contrasting Brazilian experience with Colombia and Mexico, the book underscores the unique features of Brazil's trajectory and the importance of this experience for understanding the role of law in development today.

Starting Over written by Albert Fishlow and has been published by Rowman & Littlefield this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-06-30 with Business & Economics categories.

Brazil has undergone transformative change since the 1980s, from an authoritarian regime to a democratic society advancing on all fronts—political, social, economic, and diplomatic. In Starting Over, Albert Fishlow traces the evolution of this member of the BRICS group over the last twenty-five years and looks toward the future as the newly elected president, Dilma Rousseff, follows her very popular predecessor, Luiz Inácio Lula da Silva, or "Lula." The transformation of the country began with the founding of the Nova República and the Constitution of 1988, which established a strong executive and encased key social principles such as a citizen's right to education and health care. Then the Real Plan of 1994—initiated under President Fernando Henrique Cardoso—set the stage for economic growth and a stable economy. There were setbacks, especially in the mid-1990s with the Mexican devaluation, Asian financial crisis, Russian default, and Argentine collapse, and, later, the U.S. recession. But changed economic policies in the late 1990s put Brazil on the right path to future economic growth, which resumed during the Lula years. With popular participation in the electoral process at an all-time high, politics has been profoundly altered in Brazil. Economic rules are now more permanent, and economic advance more regular. A healthier and longer life is now available to a broader swath of the population, and there is opportunity for social advancement. In addition, its foreign policy has greater consequence internally as well as externally. Dilma's two immediate predecessors—Cardoso and Lula—are tough acts to follow. Their influence has been profound, and Brazil is now a very different nation than it was in the 1980s. But she is working from their template to move the country forward. This insightful book clearly explains how and why the country has progressed to its current standing and what the future portends. Starting Over is essential reading

Globalization And Competition written by Luiz Carlos Bresser Pereira and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010 with Business & Economics categories.

Globalization and Competition explains why some middle-income countries, principally those in Asia, grow fast while others are not successful. The author criticizes both old-style developmentalism and the economics of the Washington Consensus. He argues instead for a "new developmentalism" or third approach that builds on a national development strategy. This approach differs from the neoliberal strategy that rich nations propose to emerging economies principally on macroeconomic grounds. Developing countries face a key obstacle to growth, namely, the tendency to overvaluate foreign exchange. Instead of neutralizing it, the policy that rich countries promote mistakenly seeks growth through foreign savings, which causes additional appreciation of the national currency and often results in financial crises rather than genuine investment.

This book re-examines the relationship between development strategy and political regime in twentieth-century Brazil. The first part of the study examines the beginning in the 1920s and 1930s of the centralized regime and state-centered development model later challenged in the 1980s, taking into account the economic and political role of Sao Paulo relative to the federal government. The analysis provides a distinctive account of the regime ruling Brazil from the 1930s through the 1980s. The second part focuses on the process of economic and political change in the 1980s and 1990s, paying particular attention to the Cardoso administration.
