O livro de Leonardo Severo é muito bem-vindo. Para quem quer entender melhor o que se passa na geopolítica mundial, no já longo esgarçamento da hegemonia estadunidense, e no lugar das economias dependentes na divisão social do trabalho, sua leitura é obrigatória. Do ponto de vista dos temas, o livro está dividido em três partes. A primeira diz respeito ao sistema capitalista como tal, sua evolução e crise da sua fase imperialista. Severo inicia explicitando o que torna o capitalismo ser o que é, chamando atenção para seu elemento diferenciador. Daí, parte para analisá-lo já na sua fase madura, aquela chamada por Lenin de "etapa superior do capitalismo", isto é, o imperialismo. Nessa fase, mudam as relações entre as nações, o que é explorado pelo autor. A seguir, Severo se debruça sobre os anos da crise mais recente dessa fase do capitalismo e, portanto, do enfraquecimento da hegemonia dos Estados Unidos: trata-se do período iniciado quando do fim do lastro em ouro do dólar estadunidense. A parte seguinte diz respeito aos países dependentes do ciclo e dos interesses do grande capital e das nações imperialistas e, por isso, é objeto de interesse particular do leitor brasileiro. Finalmente, na terceira parte, Severo integra as reflexões e conclusões dos capítulos anteriores para problematizar o campo de estudo Relações Sociais.

In this first English-language edition of a book that has seen thirteen printings in Brazil, Dr. Bresser Pereira analyzes Brazil's economy and politics from 1930, when the Brazilian industrial revolution began, up to July 1983. First addressing the period of strong development in Brazil between 1930 and 1961, he discusses at length the import-substitution model of industrialization; the emergence of new classes—industrialists, industrial workers, and especially the new technobureaucratic middle classes; the conflict between the traditional agrarian ideologies of coffee planters and the nationalistic and industrializing ideologies of the new classes; and the new realities of the 1950s that led to the crisis of the populist alliance between the industrial bourgeoisie and the workers. A presente obra é fruto da dissertação de Mestrado em Direito Negocial pela Universidade Estadual de Londrina (UEL), sob orientação do Professor Doutor Elve Miguel Cenci, período 2018 a 2020. O objetivo foi analisar as transformações no mundo do trabalho na conjuntura da globalização econômica, demonstrando, nesse contexto, a existência de atrito entre dois princípios garantidos na Constituição da República de 1988, quais sejam, a livre iniciativa e a valorização do trabalho humano. No cenário da globalização, a adoção de novos métodos de produção e gestão do trabalho, a imersão de tecnologias no ambiente laboral, os novos tipos contratuais originados, dentre outros fatores, dão origem a formas precárias de trabalho, tornando necessário o fortalecimento de instituições e atores sociais em defesa do trabalho humano digno. Daí que o papel dos sindicatos profissionais deve ser relevado, pois constituídos para atuar em prol da melhoria das condições de trabalho e de vida dos trabalhadores. Com esta obra, pretende-se destacar a atuação dos entes sindicais, em especial, no âmbito da negociação coletiva, espaço em que podem resgatar e promover o trabalho digno, adequando as relações empresariais aos ditames constitucionais e internacionais em matéria trabalhista. Drawing on a mix of political, economic, literary, and filmic texts, Crisis Cultures challenges current cultural histories of the neoliberal period by arguing that financialization, and not just neoliberalism, has been at the center of the dramatic transformations in Latin American societies in the last thirty years. Based on over 10 years of research on Latin American political economy and social movements, including years of fieldwork in Chile, Brazil, Venezuela and Argentina, this book combines the stories of individuals and groups in particular situations with the macro-level political and economic trajectory of the region since the postwar period. The book draws on over 100 interviews with community activists, workers, union leaders, politicians, journalists, and NGOs, as well as archival work.
