It has long been recognized that military success relies on knowledge of the enemy. In the context of standard warfare, adequate knowledge of the enemy may be gained by analyzing observable, measurable data. In the context of modern counterinsurgency operations and the global war on terror, the task of predicting the behavior of the enemy is vastly more complex and difficult. Without an understanding of the ways individuals in the host nation interpret and react to events, no amount of objective information can provide the insight required to accurately predict behavior. US military doctrine has begun to recognize the importance of the many ways that local culture can affect operation success. Increasingly military decision makers use cultural information in the service of operation planning, and troops are provided with pre-deployment cultural training. However, no amount of training can cover the breadth and depth of potentially useful cultural information, and no amount of careful planning can avoid the need to adapt as situations develop. Therefore, a critical challenge is to provide useful tools to US personnel in their efforts to collect, analyze, and utilize cultural information. Essential functions for cultural support tools include the following: (1) to narrow down a broad range of available data and focus the user's attention on context-relevant information, (2) to present cultural information in an easily understood form, (3) to prompt the user to seek relevant information in the environment, (4) to synthesize information, and (5) to predict outcomes based on possible courses of operation. In this paper, we begin by reviewing the ways in which military operations can benefit from cultural intelligence. We then discuss frameworks for analyzing cultural information in the context of a military operation. We conclude with a demonstration of our current efforts to develop a tool that meets the aforementioned functional challenges.

By the time the United States officially entered World War II, more than half of American anthropologists were using their professional knowledge and skills to advance the war effort. The range of their war-related work was extraordinary. They helped gather military intelligence, pinpointed possible social weaknesses in enemy nations, and contributed to the army’s regional Pocket Guide booklets. They worked for dozens of government agencies, including the Office of Strategic Services (OSS) and the Office of War Information. At a moment when social scientists are once again being asked to assist in military and intelligence work, David H. Price examines anthropologists’ little-known contributions to the Second World War. Anthropological Intelligence is based on interviews with anthropologists as well as extensive archival research involving many Freedom of Information Act requests. Price looks at the role played by the two primary U.S. anthropological organizations, the American Anthropological Association and the Society for Applied Anthropology (which was formed in 1941), in facilitating the application of anthropological methods to the problems of war. He chronicles specific projects undertaken on behalf of government agencies, including an analysis of the social effects of postwar migration, the design and implementation of OSS counterinsurgency campaigns, and the study of Japanese social structures to help tailor American propaganda efforts. Price discusses anthropologists’ work in internment camps, their collection of intelligence in Central and South America for the FBI’s Special Intelligence Service, and their help forming foreign language programs to assist soldiers and intelligence agents. Evaluating the ethical implications of anthropological contributions to World War II, Price suggests that by the time the Cold War began, the profession had set a dangerous precedent regarding what it would be willing to do on behalf of the U.S. government.

Historically, the majority of U.S. conflicts have been Military Operations Other Than War (MOOTW). Many of which have been successful, too often though, the United States has fallen short of its objects and failed at conflict termination in MOOTW. Why does a nation capable of conducting and successfully terminating an unlimited war such as, World War II, have such inconsistent results with MOOTW that are limited in nature? Warfare has changed significantly in our lifetime, as has the role that the military plays on the global stage. Challenges have become more complex, conflicts are more internal to national borders, and tactics more asymmetric. During the Cold War, America focused its military efforts on the Soviet Union, a known enemy, who after 40 years of confrontation became somewhat a matter of routine. This limited our intelligence interests toward other small states and non-state actors. The result was a stunted development of doctrine and training that did not prepare America for the untraditional challenges of today. Today's conflicts will not be won through attrition (the destruction of forces and resources on both sides), but through a combination of technology, power projection and intelligence. The military does not want to make enemies, but when it does, they must be dealt with quickly and decisively, while maintaining a posture that supports war termination and post conflict operations. To meet today's challenges and to prepare for both unlimited war and MOOTW, cultural intelligence must be integrated into the Joint Intelligence Preparation of the Battlespace (JIPB) phase of the Commander's Estimate of the Situation (CES).
