Pensar el futuro es una forma de dirigir la acción. Si bien el ser humano jamás ha podido predecirlo y ningún ejercicio de proyección ha sido capaz de atinar a lo que sucedió al cumplirse el plazo establecido, siempre lo hemos intentado, porque una visión de futuro es indispensable para orientar cualquier labor. Tanto en lo individual como en lo colectivo, el que no imagina y planea un escenario futuro estará condenado a vivir en uno distinto al deseado, o al menos más parecido al que alguien más vislumbró. Una visión de futuro implica, entonces, el análisis de un fenómeno en el tiempo, una valoración del presente y la imaginación de posibilidades de cambio o permanencia en el futuro para orientar la acción. Este libro tiene como propósito contribuir al debate nacional sobre el futuro de México. Se inserta en el amplio campo de la prospectiva y los estudios sobre los problemas sociales de México, particularmente en las áreas a las que el Instituto de Investigaciones Sociales (IIS) ha dedicado una parte muy importante de su labor desde hace décadas. Parte, desde luego, de la idea de que en todo momento es importante, indispensable, tener una visión del futuro, pero también de la preocupación por el relativo descuido reciente sobre el desarrollo de estudios de prospectiva o con visión de futuro en y sobre México.
