What do we study when we study International Relations (IR)? This book interrogates the meanings of the established ontology and subjectivity embedded in the discourse of "Western" and "non-Western" IR. We are predisposed to see a nation-state as a unified entity, everlasting and moving towards a particular end. This leads us to say, for example, "Japan is threatened by the possible Chinese attack’ without questioning what "Japan" and "China" mean in this context. This book tries to locate and unearth the consistent structure and system of the world, with a particular focus on subjectivity and temporality in IR that captures the way in which we conceive and misconceive the world. The contributors reveal the extent to which contemporary IR discourses are a part of the culture of linear progress and pre-given autonomous sovereign individuals. Our targets of inquiry therefore inevitably include not only "Western" IR, but "non-Western" discourses as well. The contributors focus on the fluid identities of contemporary world affairs with special attention to temporality, and strive to develop a new approach to understanding the contemporary world and the meanings of world affairs.

The recent proliferation of theories of international relations has transformed analyses of Southeast Asia’s international affairs. David C. Kang’s China Rising is a fine example of an author making use of creative thinking skills to reach a conclusion that flies in the face of traditional thinking. The conventional view that the book opposed, known in international relations as ‘realism,’ was that the rise of any new global power results in global or regional instability. As such, China’s development as a world economic powerhouse worried mainstream western geopolitical scholars, whose concerns were based on the realist assumption that individual countries will inevitably compete for dominance. Evaluating these arguments, and finding both their relevance and adequacy wanting, Kang instead turned traditional thinking on its head by looking at Asian history without preconceptions, and with analytical open-mindedness. Producing several novel explanations for existing evidence, Kang concludes that China’s neighbors do not want to compete with it in the way that realist interpretations predict. Rather than creating instability by jockeying for position, he argues, surrounding countries are happy for China to be acknowledged as a leader, believing that its dominant position will stabilize Asia, and give the whole region more of a hand in international relations. ¶Though critics have taken issue with Kang’s conclusions, his paradigm-shifting approach is nevertheless an excellent example of developing fresh new conclusions through creative thinking.

Major IR theories, which stress that actors will inevitably only seek to enhance their own interests, tend to contrive binaries of self and other and ‘inside’ and ‘outside’. By contrast, this book recognizes the general need of all to relate, which they do through various imagined resemblances between them. The authors of this book therefore propose the ‘balance of relationships’ (BoR) as a new international relations theory to transcend binary ways of thinking. BoR theory differs from mainstream IR theories owing to two key differences in its epistemological position. Firstly, the theory explains why and how states as socially-interrelated actors inescapably pursue a strategy of self-restraint in order to join a network of stable and long-term relationships. Secondly, owing to its focus on explaining bilateral relations, BoR theory bypasses rule-based governance. By positing ‘relationality’ as a key concept of Chinese international relations, this book shows that BoR can also serve as an important concept in the theorization of international relations, more broadly. The rising interest in developing a Chinese school of IR means the BoR theory will draw attention from students of IR theory, comparative foreign policy, Chinese foreign policy, East Asia, cultural studies, post-Western IR, post-colonial studies and civilizational politics.
