This paper analyzes the process of Internet diffusion across the world using a panel of 199 countries during 1990-2004. The authors group countries in two categories-low and high-income countries-and show that the Internet diffusion process is well characterized by an S-shape curve for both groups. Low-income countries display a steeper diffusion curve that is equivalent to a right shift of the diffusion curve for high-income countries. The estimated diffusion curves provide evidence of a "catching-up" process, although a very slow one. The paper explores the determinants of Internet diffusion at the country level and across the same income groups. The most novel finding is that network effects seem to be crucial-the number of Internet users in a country in a given year is positively associated with the number of users in the previous year. The findings also show that the degree of competition in the provision of Internet service contributes positively to its diffusion, and there are significant positive language externalities.

What factors have promoted and retarded the spread of the internet globally? Much as other technologies, the internet has diffused unevenly across countries. The main proposition is that its spread is neither purely economic nor entirely domestic. International diffusion pressures exert a powerful influence. The adoption of new technology depends on domestic policy, and this in turn depends on the choices that political leaders make about rules governing new technologies. I examine the impact of international diffusion pressures on political leaders, testing the role of five types of such pressures. The distribution of capabilities globally may shape the spread of the internet, as dominant power(s) may directly or indirectly coerce others into adopting. Patterns of adoption may also be shaped by competitive pressures from the world market. Technological change especially may depend on network externalities, involving the number of adopters already in existence. Learning from other countries or from participating in international organizations may stimulate adoption. Finally, countries may simply copy the policies and hence the adoption patterns of other countries with whom they share sociological similarities. Data from about 190 countries since 1990 shows that diffusion pressures matter, even when controlling for domestic factors. Economic competition and sociological emulation play consistently important roles in affecting the spread of the internet.

"To identify the determinants of cross-country disparities in personal computer and Internet penetration, we examine a panel of 161 countries over the 1999-2001 period. Our candidate variables include economic variables (income per capita, years of schooling, illiteracy, trade openness), demographic variables (youth and aged dependency ratios, urbanization rate), infrastructure indicators (telephone density, electricity consumption), telecommunications pricing measures, and regulatory quality. With the exception of trade openness and the telecom pricing measures, these variables enter in as statistically significant in most specifications for computer use. A similar pattern holds true for Internet use, except that telephone density and aged dependency matter less. The global digital divide is mainly but by no means entirely accounted for by income differentials. For computers, telephone density and regulatory quality are of second and third importance, while for the Internet, this ordering is reversed. The region-specific explanations for large disparities in computer and Internet penetration are generally very similar. Our results suggest that public investment in human capital, telecommunications infrastructure, and the regulatory infrastructure can mitigate the gap in PC and Internet use"--NBER website
