In October 1962 school children huddled under their desks and diplomats feverishly negotiated as the world sat on the brink of nuclear war. The Cuban Missile Crisis was the most dangerous moment in modern history and resulted in a changed worldview for the United States, the Soviet Union, and Cuba. In tracing the developments of the missile crisis and beyond, Sad and Luminous Days presents and interprets a heretofore unavailable (and largely unknown) secret speech that Castro delivered to the Cuban leadership in 1968. In it, Castro reflects on the crisis and reveals the distrust and bitterness that characterized Cuban-Soviet relations in 1968. Blight and Brenner frame the annotated speech with an examination of the missile crisis itself, and an analysis of Cuban-Soviet relations between 1962–1968, ending with an epilogue that highlights the lessons the missile crisis offers us in the current search for security and a stable world order. Sad and Luminous Days sheds new light on Cuban-Soviet relations and should be required reading not only for Cold-War scholars and historians, but also for anyone intrigued by the drama of the thirteen momentous days in October 1962.

Analyzes parallel developments in post–Cold War literature and film from Cuba and Angola to trace a shared history of revolutionary enthusiasm, disappointment, and solidarity. In Forms of Disappointment, Lanie Millar traces the legacies of anti-imperial solidarity in Cuban and Angolan novels and films after 1989. Cuba’s intervention in Angola’s post-independence civil war from 1976 to 1991 was its longest and most engaged internationalist project and left a profound mark on the culture of both nations. After the fall of the Berlin Wall, Millar argues, Cuban and Angolan writers and filmmakers responded to this collective history and adapted to new postsocialist realities in analogous ways, developing what she characterizes as works of disappointment. Revamping and riffing on earlier texts and forms of revolutionary enthusiasm, works of disappointment lay bare the aesthetic and political fragmentation of the public sphere while continuing to register the promise of leftist political projects. US Policy Towards Cuba is a comprehensive examination of U.S. policy towards Cuba after the Cold War, from 1989-2008. It discusses the competition between Congress and the executive for control of policy, and the domestic interests which shaped policymaking and led to the passage of two major pieces of legislation (the Cuban Democracy Act of 1992 and the Cuban Liberty and Democratic Solidarity Act of 1996, better known as the Helms-Burton Act) which tightened the embargo on Cuba and were fiercely resisted by U.S. allies. There is also a strong focus on migration as an issue in U.S.-Cuban relations. The book then moves on to examine U.S. policy during the second Clinton administration, when the interest group environment altered for two principal reasons. Firstly the case of the small Cuban rafter boy, Elian Gonzalez, attracted huge media coverage and led to public questioning of the wisdom of current policy, and secondly the agricultural lobby, keen to export to Cuba, lobbied for the Trade Sanctions Reform and Export Enhancement Act, which finally passed in 2000. The final section of the book analyses democracy promotion efforts under President George W. Bush. Seeking to cast light upon the US policymaking process, Gibbs demonstrates that U.S. Cuba policy represents a rather extreme example of the influence of domestic politics on policymaking, and provides a significant contribution to this important and under-researched aspect of U.S. foreign policy.
