In Agrarian History of the Cuban Revolution, the Brazilian historian Joana Salém Vasconcelos presents in clear language the complicated challenge of overcoming the condition of Latin America’s underdevelopment through a revolutionary process. Based on diverse historical sources, she demonstrates why the sugar plantation economic structure in Cuba was not entirely changed by the 1959 Revolution. The author narrates in detail the three dimensions of Cuban agrarian transformation during the decisive 1960s — the land tenure system, the crop regime, and the labour regime —, and its social and political actors. She explains the paths and detours of Cuban agrarian policies, contextualized in a labour-intensive economy that needs desperately to increase productivity and, at the same time, promised widely to emancipate workers from labour exploitation. Cuban agrarian and economic contradictions are well-synthetized with the concept of Peripheral Socialism.

It is manifest in developing countries around the world that the &“shock&” therapy administered to their economies by the neoliberal model of structural adjustment has failed, leaving much social and economic destruction in its wake. In Latin America this failure has led to a resurgence of interest in alternative models, some of them deploying various versions of socialism, as in Bolivia, Chile, and Venezuela, which has given rise to talk about the new &“pink tide&” enveloping the region. In this comparative study of four economies that have been making a transition to the market from their orthodox socialist pasts, Laura Enr&íquez focuses our attention on the plight of the small farmer in particular and on the importance of this sector for the overall socioeconomic success of the transition. Through this comparison, we see the similarities between Nicaragua and Russia in their rapid retreat from socialism and their adoption of reforms that have placed small agriculture, especially that focused on food crops, at a distinct disadvantage relative to export-oriented production. By contrast, Cuba has been more like China in adopting aspects of market reform while emphasizing small-scale cooperative and private farming in an effort to achieve food self-sufficiency. Drawing insights from Karl Polanyi&’s study of the social and economic effects of the expansion of market relations in the nineteenth century, Enr&íquez highlights the role of the state in each of these countries in driving change in a certain direction: toward de-emphasis of small-scale farming and the eventual assumed demise of the peasantry in Nicaragua and Russia, which has led to countermovements of peasants struggling to survive, and toward the reconfirmation of the value of small farming in contributing to balanced economic development in Cuba and China.

Cuba is widely recognized for its social achievements including health care, education, social security, subsidized food and other benefits and opportunities, despite well-meaning, or sometimes not so well-meaning, international criticisms. For more than 50 years, this Caribbean island has defended and sustained these economic, political, social and cultural gains, and has maintained a commitment to humanitarianism and international solidarity that persists to this day. Part one of Unfinished Puzzle describes the socioeconomic context of Cuban agriculture, the natural environment that affect it and the international political context in which it has developed. Part two explores the unique agricultural policies Cubans implemented to confront the food and economic crises of the early 1990s. Finally, part three examines the lessons to be learned from the Cuban experience with respect to local development, sustainable agriculture, agroecology, food security and food sovereignty. It highlights the elements of the Cuban system most suitable for replication in other countries facing similar circumstances or challenges.
