"In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. Thus, traditional clientelism has been modified through the process of modernization.Part One of The Politics of Clientelism examines Colombian politics, focusing on the incarnation and traditional forms of clientelism. Part Two explores the policies of Colombian governance, from the administrations of Lleras Camargo through Julio Cesar Turbay Ayala. This book explores some of the risks associated with sustainable peace in Colombia. The book intentionally steers away from the emphasis on the drug trade as the main resource fueling Colombian conflicts and violence, a topic that has dominated scholarly attention. Instead, it focuses on the links that have been configured over decades of armed conflict between legal resources (such as bananas, coffee, coal, flowers, gold, ferronickel, emeralds, and oil), conflict dynamics, and crime in several regions of Colombia. The book thus contributes to a growing trend in the academic literature focusing on the subnational level of armed conflict behavior. It also illustrates how the social and economic context of these resources can operate as deterrents or as drivers of violence. Collective action in modern history has come to be defined by people fighting for their rights. This study identifies the main connections made between collective action and individual rights, in theory and history, and sets out to test them in the comparative context of modernizingauthoritarian regimes in Brazil, Chile, Mexico and Spain. The study employs new evidence and innovative methods to illuminate the political relationship between social mobilization and the language of rights, and shows that the fight for rights is fundamental to the achievement of democracy. Inlarge measure it is this fight that will continue to decide the chances of democratic advance in the new millennium. This affirmation offers a direct challenge to the claims of Robert Putnam in Making Democracy Work, where democracy is seen to be the result of good behaviour in the form of the civic community. To the dismay of those peoples still aspiring to make democracy, Putnams civicness may take centuries toaccumulate. Foweraker and Landman, in contrast, defend the political potency of the promise of rights, and argue that the bad behaviour of the fight for rights may achieve democracy in the space of one or two generations. The study demonstrates strong grounds for optimism, and constitutes a robust defence of democracy as the result of the collective struggle for individual rights. But the fight for rights is always conflictual and often dangerous, and the outcome is never certain. Successes are partial andreversible, and democratic advance tends to occur piecemeal, and against the odds. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Volumes will concentrate on the comparative study of the democratization process that accompanied the decline and termination of the cold war.
