There is a growing recognition of the role that culture can play in sustainable development strategies. This development has generally been welcomed, but also raises a number of questions: What are the implications in policy and practice? Who are the most influential voices in promoting a global agenda for culture and development, and to what extent has the creation of new international policy instruments reflected a consensus? More fundamentally, what is meant by "culture" in these discussions and who has the power to give particular definitions political and legal authority? The Politics of Cultural Development seeks to provide a theoretically and historically informed response to such questions, illustrated by reference to case studies (including the European Union, the Caribbean and China). Particular attention is paid to the formation of the UNESCO Convention on the Protection and the Promotion of the Diversity of Cultural Expressions, a landmark instrument in debates about culture and development. The book goes on to explore some of the practical implications that this international treaty is beginning to have for the ways that culture is (and is not) being integrated into contemporary development policy and practice. This book will be useful for students, academics and policymakers in the fields of international development, international relations, international political economy, cultural policy and cultural theory.

This book discusses how public cultural policies can relate to the principle political issue of democracy. Here, democratic cultural policies include ideas and ideologies, institutional structures, agents and interests, power, access and participation and distribution of economic resources. Contributors focus on analysing the relationship between a political system and culture and the arts as an empirical field. They critically consider questions such as: How do different democratic forms affect cultural policy consequences? Can cultural autonomy be combined with cultural democracy? How is cultural policy-making used as a political process and which interests are involved? What position does popular culture have in cultural policies? How does a former Soviet state like Lithuania handle the question of culture and democracy? What does it mean when UNESCO talks about cultural diversity? How did intellectuals act in cultural policy debates in France in the late 19th century? The volume also looks at whether the democratisation of culture is actually possible. This book was originally published as a special issue of the International Journal of Cultural Policy.

Cultural diversity, in all its forms, poses a challenge to traditional cultural policy. This report discusses the issues of citizenship and the nature of democratic public policy in culturally diverse societies. It takes a comparative international perspective, and focuses on ethnic-based cultural differences. The report considers five policy contexts which have a significant bearing on the general direction of cultural policy, and identifies four principles of cultural entitlements based on heterogeneity. It recommends a number of steps that the Council of Europe and its member states should take in order to further promote cultural diversity.

This book places the study of public support for the arts and culture within the prism of public policy making. It is explicitly comparative in casting cultural policy within a broad sociopolitical and historical framework. Given the complexity of national communities, there has been an absence of comparative analyses that would explain the wide variability in modes of cultural policy as reflections of public cultures and cultural identity. The discussion is internationally focused and interdisciplinary. Mulcahy contextualizes a wide variety of cultural policies and their relation to politics and identity by asking a basic question: who gets their heritage valorized and by whom is this done? The fundamental assumption is that culture is at the heart of public policy as it defines national identity and personal value.

This book centers people of African descent as cultural leaders to challenge the myth that they do not know how or care about managing and preserving their culture. Arts Management, Cultural Policy, & the African Diaspora also presents comparative case studies of the challenges, differences, similarities, and successes in approaches to cultural leadership across multiple cultural contexts throughout the diaspora. This volume disrupts the enduring and systemic global marginalization, oppression, and subjugation that threatens and undermines people of African descent’s cultural contributions to humanity. The most important distinguishing feature of the volume is its geographical use of the African diaspora to explore the subjects of arts management and cultural policy which, to date, no volume has done before. Furthermore, the volume’s comparative examination of ten critical, historical, practical, and theoretical questions makes it a significant contribution to the literatures in Arts Management, Cultural Policy, Cultural, Africana, African American, and Ethnic studies.
