This study investigates how spouses' cultural backgrounds mediate the role of intra-household bargaining in the labor supply decisions of foreign-born and US-born couples, in a collective-household framework. Using data from the 2000 US Census, I show that the hours worked by US-born couples, and by those foreign-born coming from countries with gender roles similar to the US, are significantly related to common bargaining power forces such as differences between spouses in age and non-labor income, controlling for both spouses' demographic and socioeconomic characteristics. Households whose culture of origin supports strict and unequal gender roles do not exhibit any association of these power factors with their labor supply decisions. This cultural asymmetry suggests that spousal attributes are assessed differently across couples within the US, and that how spouses make use of their outside opportunities and economic and institutional environment may depend on their ethnicities.

In the fields of development and public health, the decisions of the rural poor are often treated as simple, unanimous, and driven by cultural preconceptions and beliefs. This is particularly the case for sub-Saharan Africa, where a dehistoricizing tendency presupposes an ontological link between an African culture and its tendency to interpret the world through the lens of belief. Generally, household activities are not seen as the kinds of modes of objectifying social practice that are the outcome of complex historical struggles over representation, and pre-disposing cultural factors are presumed to be the key determinants of household behavior. The three papers that constitute this alternative-format, article-based dissertation interrogate these assumptions. Although they address diverse subjects (the rise of West African Pentecostalism; the logic of treatment-seeking behavior in Benin; credit and savings strategies in rural Mali), they share a methodological concern with close analysis of the complexity of household decision-making in the moment, study over time, and attention to local concerns in the context of larger social transformations. In both medical and economic contexts, this approach demonstrates not only that behavior is primarily determined by enabling factors, but that the cultural factors that do condition behavior can be understood as creative, rational, and instructive of larger concerns, rather than merely as an impediment to development goals.

First published in 1994, Putting the Family First is a study of better-off couples that clarifies the relationship between individualism and family values. Partners' cultural practices focus on making something of themselves, being supportive of each other, and spending quality time with children. But their economic strategies are directed towards competition for positional goods, especially higher education and good jobs for their offspring. The authors argue that, although these strategies are rational for individual families, they are collectively wasteful and mutually frustrating, and construct a narrow and exclusive version of citizenship. Such private morality depletes civic culture, and is socially costly. When deciding who should receive welfare benefits with the aim to increase household well-being, it is necessary to understand the effects of the distribution of power within the households at which the aid is directed. Two primary household models have been used to study intra-household bargaining and decision making: the unitary model and the collective model. The unitary model seems to fit Pakistan's context because the prevailing traditional culture positions the male head as the household decision maker. However, using a set of direct measures of decision-making power from the Pakistan Social and Living Standard Measurement Survey, this study finds that even in a country where men seem to have more power than women, the collective household bargaining model applies. This study also finds that, in Pakistan, when women have more decision-making power at home, households tend to spend more on women's preferred goods (such as clothing and education), family members eat more non-grain food items, and children, particularly girls, are more likely to be enrolled in school.
