The way people think and act politically is not set in stone. People can and do change the fundamental cultural contours of their political situation. Their political culture does not only restrict imagination and action - it is also a resource for political creativity and invention. In Reinventing Political Culture, this resource is uncovered and explored. Analyzed as a tension between the power of culture and the culture of power, the concept of political culture is reinvented and applied to understanding the practice of people transforming their own political culture in very different circumstances. Three instances of such reinvention are closely examined: one historic, during the twilight of the Soviet empire; one actively in process and actively opposed, ‘the Obama revolution'; and one an apparent distant dream, the power of culture and the culture of power that would avoid ‘the clash of civilizations' in the Middle East. In a major new book, Lucian Pye reconceptualizes Asian political development as a product of cultural attitudes about power and authority. He contrasts the great traditions of Confucian East Asia with the Southeast Asian cultures and the South Asian traditions of Hinduism and Islam, and explores the national differences within these larger civilizations. Breaking with modern political theory, Pye believes that power differs profoundly from one culture to another. In Asia the masses of the people are group-oriented and respectful of authority, while their leaders are more concerned with dignity and upholding collective pride than with problem-solving. As culture decides the course of political development, Pye shows how Asian societies, confronted with the task of setting up modern nation-states, respond by fashioning paternalistic forms of power that satisfy their deep psychological craving for security. This new paternalism may appear essentially authoritarian to Western eyes, but Pye maintains that it is a valid response to the people's needs and will ensure community solidarity and strong group loyalties. He predicts that we are certain to see emerging from Asia's accelerating transformation some new version of modern society that may avoid many of the forms of tension common to Western civilization but may also produce a whole new set of problems. This book revitalizes Asian political studies on a plane that comprehends the large differences between Asia and the West and at the same time is sensitive to the subtle variations among the many Asian cultures. How can liberal democracy best be realized in a world fraught with conflicting new forms of identity politics and intensifying conflicts over culture? This book brings unparalleled clarity to the contemporary debate over this question. Maintaining that cultures are themselves torn by conflicts about their own boundaries, Seyla Benhabib challenges the assumption shared by many theorists and activists that cultures are clearly defined wholes. She argues that much debate--including that of "strong" multiculturalism, which sees cultures as distinct pieces of a mosaic--is dominated by this faulty belief, one with grave consequences for how we think injustices among groups should be redressed and human diversity achieved. Benhabib masterfully presents an alternative approach, developing an understanding of cultures as continually creating, re-creating, and renegotiating the imagined boundaries between "us" and "them." Drawing on contemporary cultural politics from Western Europe, Canada, and the United States, Benhabib develops a double-track model of deliberative democracy that permits maximum cultural contestation within the official public sphere as well as in and through social movements and the institutions of civil society. Agreeing with political liberals that constitutional and legal universalism should be preserved at the level of polity, she nonetheless contends that such a model is necessary to resolve multicultural conflicts. Analyzing in detail the transformation of citizenship practices in European Union countries, Benhabib concludes that flexible citizenship, certain kinds of legal pluralism and models of institutional powersharing are quite compatible with deliberative democracy, as long as they are in accord with egalitarian reciprocity, voluntary self-ascription, and freedom of exit and association. The demise of state Socialisms caused radical social, cultural and economic changes in Eastern Europe. Since then, young people have been confronted with fundamental disruptions and transformations to their daily environment, while an unsettling, globalized world substantially reshapes local belongings and conventional values. In times of multiple instabilities and uncertainties, this volume argues, young people prefer to try to adjust to given circumstances than to adopt the behaviour of potential rebellious, adolescent role models, dissident counter-cultures or artistic breakings of taboo. Eastern European Youth Cultures in a Global Context takes this situation as a starting point for an examination of generational change, cultural belongings, political activism and everyday practices of young people in different Eastern European countries from an interdisciplinary perspective. It argues that the conditions of global change not only call for a differentiated evaluation of youth cultures, but also for a revision of our understanding of 'youth' itself – in Eastern Europe and beyond.
