Sicily, with its abundant presence of historical waterworks, served as background for the 10th international conference on the history of water management and hydraulic engineering in the Mediterranean region in May 1998. The conference addressed five themes as a basis for discussion and as a stimulus for new debate and for finding new directions for research. The first topic dealt with the conditions imposed by nature, their influence upon human behaviour and, consequently, the development of water management. The tangible results of human responses to these parameters set by nature were the subject of the second and third theme respectively, that is to say, on the building of aquaducts and the water management of Roman baths. Themes four and five went beyond a mere examination of the archaeological realia: they dealt with the questions whether there was a water shortage or a water surplus in Roman cities and whether the Romans had a hygienic lifestyle. These issues were tabled in order to improve our understanding of the context of ancient water management. These proceedings contain the papers given at the conference, many of them presenting cases from Sicily. There are contributions by archaeologists, historians, geologists, hydraulic engineers and urban historians, all specialists in the field of historical water research. The volume is richly illustrated.

The De aquis of Sextus Julius Frontinus is usually interpreted as either an administrative guide for the curator aquarum, or as a work of praise. It can be demonstrated, however, that Frontinus had another goal in writing. The book is more likely what we would call a political pamphlet, explaining a particular administrative reform, and encouraging those affected by that reform to cooperate with it. Frontinus wants to be sure that all concessions of aqueduct water to private individuals be made as proper grants by the emperor. In short, this curator aquarum is interested in regulating the flow of a particular beneficium, namely, aqueduct water, from the emperor to his elite subjects.

Ancient Greek migrants in Sicily produced societies and economies that both paralleled and differed from their homeland. Explanations for these similarities and differences have been hotly debated. On the one hand, some scholars have viewed the ancient Greeks as one in a long line of migrants who were shaped by Sicily and its inhabitants. On the other hand, other scholars have argued that the Greeks acted as the main source of innovation and achievement in the culture of ancient Sicily, a culture that was still removed from that of mainland Greece. Neither of these positions is completely satisfactory. What is lacking in this debate is a basic framework for understanding ancient Sicily's social and economic history. Archaic and Classical Greek Sicily represents the first ever systematic and comprehensive attempt to synthesize the historical and archaeological evidence, and to deploy it to test the various historical models proposed over the past two centuries. It adopts an interdisciplinary approach that combines classical and prehistoric studies, texts and material culture, and a variety of methods and theories to put the history of Greek Sicily on a completely new footing. While Sicily and Greece had conjoined histories from the start, their relationship was not one of periphery and center or of colony and state in any sense, but of an interdependent and mutually enriching diaspora. At the same time, local conditions and peoples, including Phoenician migrants, also shaped the evolution of Sicilian Greek societies and economies. This book reveals and explains the similarities and differences between developments in Greek Sicily and the mainland, and brings greater clarity to the parts played by locals and immigrants in ancient Sicily's impressive achievements.

The second volume of the Handbook describes different extractive economies in the world regions that have been outlined in the first volume. A wide range of economic actors – from kings and armies to cities and producers – are discussed within different imperial settings as well as the tools, which enabled and constrained economic outcomes. A central focus are nodes of consumption that are visible in the archaeological and textual records of royal capitals, cities, religious centers, and armies that were stationed, in some cases permanently, in imperial frontier zones. Complementary to the multipolar concentrations of consumption are the fiscal-tributary structures of the empires vis-à-vis other institutions that had the capacity to extract, mobilize, and concentrate resources and wealth. Larger volumes of state-issued coinage in various metals show the new role of coinage in taxation, local economic activities, and social practices, even where textual evidence is absent. Given the overwhelming importance of agriculture, the volume also analyses forms of agrarian development, especially around cities and in imperial frontier zones. Special consideration is given to road- and water-management systems for which there is now sufficient archaeological and documentary evidence to enable cross-disciplinary comparative research.
