Cities in both North and South America are confronting tremendous challenges in urban growth and management as they enter the new century. Curitiba in Brazil and Portland in Oregon, US are cities that have achieved recognition for exemplary urban planning programmes over the past three decades. As such, they provide particularly useful illustrations of the intense development pressures that many urban areas currently face. This book explores the dynamics of their urban governance, arguing that, in general, there has been a unique synergy derived from the combination of visionary leadership, innovative urban plans and effective citizen involvement. The book argues that, while urban design and architecture are key to the success in making cities livable and in augmenting the global reputations, such sensitive, innovative urban planning and design projects first need to be governed effectively and grounded within the specifics of their local cultures and existing built environments.

A Câmara Municipal de Curitiba (CMC) é a sede do Poder Legislativo local do Município de Curitiba, Estado do Paraná, Brasil. A CMC foi fundada em 1693, mas somente em 1947 - quase 300 anos depois, ocorreu a eleição da primeira mulher para ocupar uma cadeira de Vereadora. Entre 1947 e 2016, um total de 24 mulheres assumiu um ou mais mandatos na instituição, incluindo-se os mandatos da eleição de 2016 para a legislatura 2017-2020. Esta obra é o resultado da investigação aprofundada da trajetória de 22 Vereadoras, as quais foram eleitas no período de 1982-2016. O foco da investigação é o ciclo de vida e trajetória política prévios à primeira vitória eleitoral. As etapas da pesquisa foram orientadas pela discussão da literatura sobre Mulheres e Legislativo e pelo Método Prosopográfico, utilizando-se de fontes históricas e entrevistas. As análises realizadas demonstraram a importância da escolaridade, da construção de um capital político próprio, tempo de engajamento social em demandas locais - direcionadas à sociedade em geral ou ao poder público municipal, ter ocupado, em algum momento, uma posição de destaque em uma organização pública ou privada relacionada a sindicatos, partidos, igrejas, associações profissionais, filantrópicas, ou de luta por direitos sociais. Além disso, certa tendência em disputar a eleição por um partido político situado ao Centro ou à Direita do espectro ideológico partidário.
