Les planes que ocupen aquest estudi analitzen els projectes de sindicació i associació corporativa dels funcionaris de la Generalitat de Catalunya durant els anys 1931-1939. Tanmateix, no se'ls analitza com a subjectes passius a remolc dels esdeveniments polítics, sinó com a elements actius de la política catalana dels anys trenta. Per tant, es parteix de la idea motor que la major part de la classe política catalana del període republicà formava part de la funció pública, tant local com regional, com de l'administració central de l'estat. Això implicà un enorme protagonisme del funcionariat en tots els processos de canvi i de transformació política, social, econòmica i cultural que s'esdevingueren a Catalunya durant la II República. Aquesta idea s'analitza a través de l'estudi de l'Associació de Funcionaris de la Generalitat de Catalunya (AFGC), entitat que existí entre el 1933 i el 1939, i del seu precedent, l'Associació Cultura i Esport-Generalitat de Catalunya (ACE-GC), que desenvolupà la seva activitat entre el 1930 i el 1933. En aquest sentit, també s'aborda la lluita que la CNT i la UGT portaren a terme, sobretot a partir de 1936, per fer-se amb el control polític i sindical de l'AFGC i així dominar l'espai socioprofessional dels funcionaris de la Generalitat de Catalunya.

Aquesta actuació implica que sigui un referent cooperatiu a Roses i a Catalunya, ja que aconseguí implicar en aquest camp persones i institucions diverses. Altrament, ha participat en la Fundació Roca i Galès, de Barcelona, entitat dedicada a l'estudi i divulgació del moviment cooperatiu. La voluntat de saber li ha comportat una assistència persistent i continuada en esdeveniments cooperatius arreu del món per discernir què representava l'economia social amb vista a millorar la societat i per saber quins eren els eixos d'encert i de fracàs. Part d'aquestes reflexions les ha reflectit en la revista Cooperació Catalana.
