God, how he hated this part of the job. For two days and nights he laid in the filth surrounding him as the temperature soared to one hundred and twenty in the day before plunging to thirty at night. Her name was Maryam Washid, a 31 year old from Afghanistan, Kirk was about to say something ugly to her when the receiver in both of their ears hissed before a metallic voice spoke the words for which they had been waiting the last forty eight hours. The woman hissed a command back into the microphone attached to the neck of her black garment as she slowly pulled the Kalashnikov from its resting place beside her left hip.

Wendy woke up on the helicopter as it flew through the night in blackness. No lights could be seen and the blades were muffled so that it could fly over someone on the ground a thousand feet below and no sound would be heard by the man on the ground. Something was pressed hard against her left buttock, but Wendy stayed quiet until she knew where she was. She could hear the faint noise of the helicopter and make out the green screen at the front of the helicopter. She soon realized the thing pressing sharply into her buttock was the end of the mounted machinegun's bullets belt. Wendy tried to inch away, but when she did she felt the butt of a rifle smash down on the middle of her right hand almost causing her to pass out from pain. "You move again, and I'll break every finger on your right hand, Wabba." The soldier spat out the name Wabba as if it were a foul word he had to get out of his mouth in a hurry. Wendy never moved for the next hour as she listened to the talk among the soldiers. Getting up the courage she finally spoke to no one in particular. "Where are you taking me?" He didn't break every finger, but she thought he had when the rifle butt again smashed into her hand. This time she did pass out for a few seconds. When she came to, she heard one soldier laughing and saying something about her not lasting too long with old slice and dice. A sliver of pain and fear crawled down her spine at the mention of a name she knew all too well from years of living among the people and hearing the stories of him and Rasafeh Prison.

The book begins with the kidnapping of Tony Denton's sixteen year old niece at a car wash and his involvement with the police as they try to locate her. Things start going wrong when police officers are pulled from the kidnapping case to work as decoys on a sting in the red light district, arresting prostitutes and their "johns". Tony losses it as he rants and raves against management of the police force in his hometown. When people tell Tony to stop griping and do something about it he reluctantly runs for sheriff, and to his surprise he wins the office. His only promise on the campaign trail had been that he would not allow any of his officers to be involved in arresting prostitutes or their "johns's", nor would he allow an officer to arrest anyone using drugs, which causes an uproar within the relgious community. Tony is so successful at taking his police officers away from these two areas and putting them to work solving the brutual murders and rapes that take place in his town that within the first two years the number of all major crimes in the town take a major nose dive. Even the papers in larger cities take notice and begin writing accounts of the small town sheriff that has a new method of fighting crimes. Soon Tony is being asked to run for higher office and this starts the remarkable story of the reluctant politician who changes the system, but as is always the case with the old saying, "be careful what you wish for, it might come true", in Tony's case he pulls the nation down a slippery slope faster and faster to destruction.
