Cyber represents a new domain in global affairs likely to be significant in shaping the 21st century as nuclear weapons were in shaping the 20th century. We need to be leaders in upholding the principles of Internet freedom and human rights in cyberspace. We need to synchronize America's undisputed technology leadership with indisputable values and principles. That is what America brings to this international debate, and that is why it is critically important that we develop acceptable international norms in regards to the use of cyber and what is expected.
