Depuis les années 1990, l'identité migratoire du Maghreb se modifie et se complexifie. A sa fonction traditionnelle d'espace d'émigration s'ajoutent désormais celle d'espace d'immigration et, emboîtée à celle-ci, la fonction de terre de transit vers l'Europe. Le Maghreb devient ainsi un espace migratoire multifonctionnel qui démultiplie les modalités de sa mise en connexion avec le monde. L'immigration subsaharienne y est désormais un fait sociétal et spatial, majeur et inédit. Cette nouvelle réalité sociétale qui émerge au Maghreb entraîne un repositionnement géopolitique de ses pays. Interroger cette nouvelle réalité et ses significations, tel est l'objectif de cet ouvrage. Si cette immigration a commencé par concerner les régions sahariennes, où elle continue à être fortement présente, elle se diffuse aujourd'hui jusqu'aux métropoles littorales du nord du Maghreb, dont elle alimente les économies et marque les territorialités. Enfin, en se greffant sur une circulation euro-maghrébine qu'ils amplifient, les migrants subsahariens tentent désormais, pour une part, d'atteindre l'Europe, même s'ils n'y aboutissent pas souvent. Au-delà de son importance quantitative, le phénomène de l'immigration subsaharienne au Maghreb modifie substantiellement les problématiques sociétales et spatiales dans ces terres traditionnelles d'émigration. Il représente une nouvelle donne qui interagit fortement avec les sociétés du Maghreb et contribue à en précipiter les évolutions : une plus forte jonction avec l'Afrique noire, une réintroduction du cosmopolitisme et la reformulation de la question de l'altérité avec l'irruption d'un nouvel " autre " : l'immigré. Il analyse et évalue ensuite les principales relations que les exilés congolais en Suisse ont noué avec leur pays d'origine. La thèse démontre alors que ces exilés deviennent des acteurs de développement entre la Suisse et le Congo, même si ce rôle ne leur est pas encore reconnu clairement par les deux Etats.
