People are dying or suffering all over the world from the plague of gun violence, and countries and entire regions are reeling from the damage, instability, and insecurity that gun violence causes. Taking a global perspective on the problem, and identifying correlates such as drug trafficking, gun trafficking, state failure, ethnic and political conflict, terrorism and war, and the consequent rise of personal fear and insecurity leading to more citizens arming themselves or hiring armed security forces, the chapters in this volume look far beyond the United States, which monopolizes public and scholarly attention, to include India, Latin America and the Caribbean, and Africa. The chapters explore and compare histories of, causes of, correlates of, and responses to gun violence across this broad region, predominantly in the Global South, identifying commonalities and differences in the character, incidence, and attempted prevention of gun violence. The volume aims to inform readers about gun violence in these often-overlooked places and to encourage intensified quantitative and qualitative research into the geographical and historical diversity of such violence and the steps taken by various countries to curb it. The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Northern interventions into African countries at war are dominated by security concerns, bolstered by claims of shared returns and reinforcing processes of development and security. As global security and human security became prominent in development policy, Congo was wracked by violent rule, pillage, internal fighting, and invasion. In 2002, the Global and All-Inclusive Peace was promoted by northern donors, placing a formal peace on the mass of informalised wars. Formal Peace and Informal War: Security and Development in Congo examines how the security interests of the Congolese population have interacted with those of northern donors. It explores Congo’s contemporary wars and the peace agreed on in 2002 from a security perspective and challenges the asserted commonality of the liberal interventions made by northern donors. It finds that the peace framed the multiple conflicts in Congo as a civil war and engineered a power-sharing agreement between elite belligerents. The book argues that the population were politically and economically excluded from the peace and have been subjected to control and containment when their security rests with power and freedom.

La République démocratique du Congo est unanimement présentée comme un État de tradition moniste avec primauté du droit international. Cependant, aux termes d'une analyse critique, tant du point de vue de la théorie que de la pratique, l'auteur offre une nouvelle approche qui accrédite mieux la thèse dualiste. La primauté du droit international, en droit congolais, n'est nullement constitutive d'un rapport hiérarchique, mais se traduit par une préférence, pas absolue, de la norme internationale au détriment de la norme interne. Cette approche dualiste s'étend également au droit dérivé des organisations internationales. Au moment où le juge congolais "s'internationalise", notamment par le biais de l'application du statut de Rome de la Cour pénale internationale, et au regard de l'entrée en vigueur, en droit congolais, du droit découlant de l'OHADA, une étude approfondie sur les rapports entre le droit international et le droit congolais s'avère indispensable. En plus de la réussite de sa lecture réaliste des normes constitutionnelles de la RDC en matière de traités et d'actes normatifs des organisations internationales, l'ouvrage de Joseph Kazadi Mpiana s'avère un apport de poids pour la jurisprudence congolaise dans l'application du droit international.
