In 1948, William W. Remington was one of the bright young men in the Truman administration. He was tall and handsome, a product of Dartmouth and Columbia. From 1940 on, he had risen through government ranks, serving on wartime boards, the President's Council of Economic Advisors, and eventually as a major official in the Department of Commerce, with a promising future ahead. By 1954, however, Remington was dead--assassinated in his cell by a team of inmates in a high-security Federal prison. In Un-American Activities, historian Gary May tells the fascinating story of William Remington--a story of intrigue, injustice, government corruption, and anti-Communist hysteria. May labored for eight years in reconstructing Remington's case, searching through FBI files, government documents, and waging an epic battle against then-U.S. Attorney Rudy Guiliani to become the first historian to obtain access to grand jury records. The result is a brilliant account of one man's tragic odyssey and a government run amok. Remington's future collapsed in 1948, when he was charged with being a Communist and a Soviet spy. The accuser was Elizabeth Bentley, an admitted ex-Communist herself and a former courier for Soviet spymasters. Remington's life fell into a whirlpool, as he fought government improprieties, illegalities, and the assumption he was guilty. Cleared by government loyalty boards, he was indicted by a grand jury--whose foreman was secretly helping Elizabeth Bentley prepare her memoirs. Remington suffered through two trials for perjury, and the chief witness against him was his own embittered ex-wife. He was convicted and sentenced to the federal penitentiary at Lewisburg, Pennsylvania, where his reputation as a Communist preceded him. In a Texas awash in booze and oil in the Prohibition years, the Rangers found themselves riding herd on gamblers and bootleggers, but also tasked with everything from catching murderers to preventing circus performances on Sunday. The Texas Rangers in Transition takes up the Rangers’ story at a time of political turmoil, as the largely rural state was rapidly becoming urban. At the same time, law enforcement was facing an epidemic of bank robberies, an increase in organized crime, the growth of the Ku Klux Klan, Prohibition enforcement—new challenges that the Rangers met by transitioning from gunfighters to criminal investigators. Steeped in tradition, reluctant to change, the agency was reduced to its nadir in the depths of the Depression, the victim of slashed appropriations, an antagonistic governor, and mediocre personnel. Harris and Sadler document the further and final change that followed when, in 1935, the Texas Rangers were moved from the governor’s control to the newly created Department of Public Safety. This proved a watershed in the Rangers’ history, marking their transformation into a modern law enforcement agency, the elite investigative force that they remain to this day.

When Fletcher Bowron (1887-1968) ran for mayor of Los Angeles in 1938, his twelve years as a superior court judge with a reputation for honesty and fairness carried him to victory against a notoriously corrupt incumbent. During his nearly fifteen years as a neo-progressive mayor, Bowron presided over fundamental reforms in the police department, public utilities, and other agencies charged with basic services, rooting out bribery, kickbacks, and influence peddling. World War II brought economic and population booms, racial conflict, social dislocation, and environmental problems to Los Angeles and complicated Mayor Bowron's job. After the war Bowron initiated massive public housing and desegregation projects. These forward-looking programs alienated enough voters to cost him the 1953 election as his leftist supporters fell away under the influence of McCarthyism. This political history of the mid-twentieth century reform period in Los Angeles is also a case study of the ways outside events can affect municipal affairs. As Tom Sitton demonstrates, the choices made during Bowron's administration have had a direct bearing on how Los Angeles looks today and how its government operates.
