Unter dem Einfluss von Michael Gorbatschow kam in den 1980er Jahren eine demokratische Reformbewegung ins Rollen, die erst die Mauer zwischen Ost- und Westdeutschland und später den gesamten Eisernen Vorhang einriss. In der rund vierzigjährigen deutschen Trennungsgeschichte hatten sich Ost- und Westdeutschland unter zwei grundsätzlich unterschiedlichen Vorzeichen entwickelt. Während 1949 in Westdeutschland nach dem Rückzug der westlichen Besatzungsmächte ein demokratischer und sozialer Bundesstaat auf der Grundlage von westlich-demokratischen und marktwirtschaftlichen Prinzipien ausgerufen wurde, bildete sich in Ostdeutschland durch die Bemühungen der sowjetische Besatzungsmacht die "antifaschistisch-parlamentarisch-demokratische Republik" auf den Prinzipien des Marxismus-Leninismus bzw. des Sozialismus. Vierzig Jahre lang wurden die Menschen von dem System und den jeweiligen Werten geprägt in dem sie lebten. (vgl. Meulemann 1996: 270). Heute scheint die Überleitung bzw. Transformation des Systems der DDR zur BRD auf Grund der seit dem Mauerfall vergangenen Zeit abgeschlossen zu sein, doch neben der systemischen Komponente eines Prozesses muss ebenso die gesellschaftliche betrachtet werden. Aus Umfragen der letzten Zeit geht hervor, dass die Menschen in Ost und West noch immer nicht zu einer Gesellschaft zusammen gewachsen sind (vgl. Bunke 2005: 9; siehe auch Förster 2003: 10). Die Veränderungen durch den Transformationsprozess haben vorwiegend im damaligen Bereich der DDR und heutigen ostdeutschen Bundesländern statt gefunden, deshalb soll die schulische Bildung in der DDR als Ausgangspunkt des ersten Teils dieser Arbeit, der fachwissenschaftlichen Recherche, behandelt werden. Aus ihrer Entwicklungsgeschichte, die maßgeblich durch den sich ausweitenden Machtbereich der Sozialistischen Einheitspartei Deutschland (SED) seit 1948 beeinflusst wurde, ging das Fach Staatsbürgerkunde als markantestes Element der ideologischen Werteerziehung hervor.
