This book is a chronicle of the myopia and gamesmanship that dominated Americans' understanding of their environment on the eve of the nation's ecology crisis. Based almost entirely on primary sources, Elmo Richardson's study examines the interplay between the national policies and programs for development and preservation of natural resources in the centralist Truman administration and the localist, enterprise-oriented Eisenhower administration. He shows that the decade examined brought about very little change in the values held by federal policy makers. Although the development of resources was a prominent issue in the elections of 1948, 1952, and 1956, what emerges from Richardson's account is the shallowness of understanding on the part of the decision makers and the public, and the ease with which policy direction could be deflected. The book demonstrates the persistence of the tradition of development and the nonpartisan character of the movement for preservation, which crossed party lines, regional lines, and economic interest groups.

Water may seem innocuous, but as a universal necessity, it inevitably intersects with politics when it comes to acquisition, control, and associated technologies. While we know a great deal about the socioecological costs and benefits of modern dams, we know far less about their political origins and ramifications. In Concrete Revolution, Christopher Sneddon offers a corrective: a compelling historical account of the US Bureau of Reclamation’s contributions to dam technology, Cold War politics, and the social and environmental adversity perpetuated by the US government in its pursuit of economic growth and geopolitical power. Founded in 1902, the Bureau became enmeshed in the US State Department’s push for geopolitical power following World War II, a response to the Soviet Union’s increasing global sway. By offering technical and water resource management advice to the world’s underdeveloped regions, the Bureau found that it could not only provide them with economic assistance and the United States with investment opportunities, but also forge alliances and shore up a country’s global standing in the face of burgeoning communist influence. Drawing on a number of international case studies—from the Bureau’s early forays into overseas development and the launch of its Foreign Activities Office in 1950 to the Blue Nile investigation in Ethiopia—Concrete Revolution offers insights into this historic damming boom, with vital implications for the present. If, Sneddon argues, we can understand dams as both technical and political objects rather than instruments of impartial science, we can better participate in current debates about large dams and river basin planning.

The politics of building dams and levees and other structures are just part of the policies determining how American rivers are managed or mismanaged. America's well-being depends upon the health of those rivers and important decisions go beyond just dam-building or dam removal. American rivers are suffering from poor water quality, altered flows, and diminished natural habitat. Current efforts by policymakers to change the ways American rivers are managed range from the removal of dams to the simulation of seasonal flows to the restoration of habitat, all with varying degrees of success. Efforts to restore American rivers are clearly delineated by William Lowry in Dam Politics as he looks at how public policy and rivers interact, examines the physical differences in rivers that affect policies, and analyzes the political differences among the groups that use them. He argues that we are indeed moving into an era of restoration (defined in part as removing dams but also as restoring the water quality, seasonal flows, and natural habitat that existed before structural changes to the rivers), and seeks to understand the political circumstances that affect the degree of restoration. Lowry presents case studies of eight river restoration efforts, including dam removals on the Neuse and Kennebec rivers, simulation of seasonal flows on the Colorado river, and the failed attempt to restore salmon runs on the Snake river. He develops a typology of four different kinds of possible change—dependent on the parties involved and the physical complexity of the river—and then examines the cases using natural historical material along with dozens of interviews with key policymakers. Policy approaches such as conjunctive water management, adaptive management, alternative licensing processes, and water marketing are presented as possible ways of using our rivers more wisely. Dam Politics provides a useful and systematic account of how American waterways are managed and how current policies are changing. American rivers are literally the lifeblood of our nation. Lowry has written a lively and accessible book that makes it clear as a mountain stream that it matters deeply how those rivers are managed.

Comparing national efforts to preserve public lands, William R. Lowry investigates how effectively and under what conditions governments can provide goods for future generations. Providing intergenerational goods, ranging from balanced budgets to space programs and natural environments, is particularly challenging because most political incentives reward short-term behavior. Lowry examines the effect of institutional structure on the public delivery of these goods. He offers a theoretical framework accounting for both the necessary conditions — public demand, political stability, and official commitment to long-term delivery — and constraining factors — the tensions between public agencies and politicians as well as between different levels of government — that determine the ability of a nation to achieve long-term goals. In support of this argument, Lowry evaluates data on park systems from more than one hundred countries and provides in-depth case studies of four — he United States, Australia, Canada, and Costa Rica — to show how and why the delivery of intergenerational goods can vary. In the years following World War II, the world’s biggest dam was almost built in Hells Canyon on the Snake River in Idaho. Karl Boyd Brooks tells the story of the dam controversy, which became a referendum not only on public-power expansion but also on the environmental implications of the New Deal’s natural resources and economic policy. Private-power critics of the Hells Canyon High Dam posed difficult questions about the implications of damming rivers to create power and to grow crops. Activists, attorneys, and scientists pioneered legal tactics and political rhetoric that would help to define the environmental movement in the 1960s. The debate, however, was less about endangered salmon or threatened wild country and more about who would control land and water and whether state enterprise or private capital would oversee the supply of electricity. By thwarting the dam’s construction, Snake Basin irrigators retained control over water as well as economic and political power in Idaho, putting the state on a postwar path that diverged markedly from that of bordering states. In the end, the opponents of the dam were responsible for preserving high deserts and mountain rivers from radical change. With Public Power, Private Dams, Karl Brooks makes an important contribution not only to the history of the Pacific Northwest and the region’s anadromous fisheries but also to the environmental history of the United States in the period after World War II.
