During the half century following Malaysian independence in 1957, the country’s National Museum underwent a transformation that involved a shift from serving as a repository for displays of mounted butterflies and stuffed animals and accounts of the colonial experience to an overarching national narrative focused on culture and history. These topics are sensitive and highly disputed in Malaysia, and many of the country’s museums contest the narrative that underlies displays in the National Museum, offering alternative treatments of subjects such as Malaysia's pre-Islamic past, the history and heritage of the Melaka sultanate, memories of the Japanese Occupation, national cultural policy, and cultural differences between the Federation’s constituent states. In Museums, History and Culture in Malaysia, Abu Talib Ahmad examines museum displays throughout the country, and uses textual analysis of museum publications along with interviews with serving and retired museum officers to evaluate changing approaches to exhibits and the tensions that they express, or sometimes create. In addition to the National Museum, he considers museums and memorials in Penang, Kedah, Perak, Selangor, Kuala Lumpur, Sabah, Kelantan and Terengganu, as well as memorials dedicated to national heroes (such as former Prime Ministers Tunku Abdul Rahman and Tun Abdul Razak Hussein, and film and recording artist P. Ramlee). The book offers rich and fascinating insights into differing versions of the country’s character and historical experience, and efforts to reconcile these sometimes disparate accounts.

The Zina Ordinance is part of the Hadood Ordinances that were promulgated in 1979 by the military dictator General Zia-ul-Haq, a self-proclaimed president of Pakistan. Since then, tens of thousands of Pakistani women have been charged and incarcerated under the ordinance, which governs illicit sex. Although most of these women are subsequently released for lack of evidence, they spend months or years in jail before trial. To date, these laws still remain in effect, despite international calls for their repeal. Over a five-year-period, Shahnaz Khan interviewed women incarcerated under the zina laws in Pakistan. She argues that the zina laws help situate morality within the individual, thus de-emphasizing the prevalence of societal injustice. She also examines the production and reception of knowledge in the west about women in the third world, identifying a productive tension between living in the west and doing research in the third world. She concludes that transnational feminist solidarity can help women identify the linkages between the local and global and challenge oppressive practices internationally. This analysis will appeal to scholars and students of gender, law, human rights, and Islamic/Middle Eastern studies.

The water sector reform in Malaysia, initiated in 2004, intended to improve the efficiency and effectiveness of the water sector in the long term. This book explains the overall policy process of the reform and assesses the extent to which the reform has met its objectives and the means through which it has done so. The conclusions point to a weak correlation between the reform outputs on the one hand and the operational efficiency and environmental effectiveness gains of water utilities on the other. They also offer valuable insights into the policy arrangement that successfully shaped the water reform process. The policy process of the Malaysian water sector reform reflects the current global trend towards centralizing water management within the public domain with a clear division of tasks between policy formulation, regulatory oversight and service provision. Federal and state actors have become the dominant players in the water sector. This has reduced the role of private water utilities to a small fraction of activities within the entire value chain of water, and strengthens close regulation oversight from the regulator. Lastly, civil society groups now have a growing (albeit still small) influence on the water sector. In terms of policy recommendations, this book reiterates the need to adopt a private sector culture in managing public water; to establish a clear division of tasks between policy formulation, regulation and service provision; and to facilitate wider public engagement as well as to promote better informational governance in the water sector, including the call for a national water data bank.

For the past half century, the Indonesian military has depicted the 1965-66 killings, which resulted in the murder of approximately one million unarmed civilians, as the outcome of a spontaneous uprising. Drawing upon these orders and records, along with the previously unheard stories of 70 survivors, perpetrators, and other eyewitness of the genocide in Aceh province it reconstructs, for the first time, a detailed narrative of the killings using the military’s own accounts of these events. This book makes the case that the 1965-66 killings can be understood as a case of genocide, as defined by the 1948 Genocide Convention.
