Dieser Sonderweg in der beruflichen Bildung wird im europäischen Kontext differenziert betrachtet. Während die einen das System als ein Auslaufmodell betrachten, sehen die anderen im dualen Ausbildungssystem ein Vorbild. (Rothe, 2008, S. 3) Vor der Finanzkrise im Jahre 2008 wurde das duale System nach dem deutschen Vorbild im europäischen Kontext eher kritisch betrachtet. Die OECD in Paris rügte Deutschland sogar jahrelang aufgrund der niedrigen Akademikerquoten und ließ dabei das duale System völlig unbeachtet. (Astheimer, 2013) Seit der Finanzkrise avanciert das duale System jedoch zunehmend als Vorbild in den internationalen Fokus. Viele südeuropäische Länder leiden seither unter einer zum Teil dramatischen Jungendarbeitslosigkeit. Griechenland ist mit einer Jugendarbeitslosigkeit von 62,5 Prozent Spitzeneiter im europäischen Vergleich, gefolgt von Spanien mit 56,4 Prozent und Portugal mit 42,5 Prozent. Deutschland hingegen hat mit 7,5 Prozent die niedrigste Jugendarbeitslosenquote in Europa und liegt somit auch weit unterhalb des europäischen Durchschnitts von 23,5 Prozent. (Statista, 2013) Das duale System wird von vielen Ländern zurzeit als eine Art Garant gegen die Jugendarbeitslosigkeit wahrgenommen. Die Länder Spanien, Portugal, Slowakei, Lettland und Italien sehen in dem System eine Chance, ihren Arbeitsmarkt zu reformieren, und wollen das System mit Unterstützung der deutschen Bundesregierung weitestgehend übernehmen. (Die Bundesregierung, 2013) Die vorliegende Arbeit wird das deutsche duale Berufsbildungssystems systemisch darstellen und den historischen Kontext erläutern. Nach einer kurzen Darstellung anderer europäischer Berufsbildungssysteme soll folgende finale Frage beantwortet werden: Das deutsche duale Ausbildungssystem als internationales Vorbild für die Berufsausbildung?

Studienarbeit aus dem Jahr 2023 im Fachbereich Didaktik - BWL, Wirtschaftspädagogik, Note: 2,0, Universität zu Köln (Wirtschafts- und Sozialwissenschaftliche Fakultät), Veranstaltung: Wirtschaftspädagogik B, Sprache: Deutsch, Abstract: In dieser Arbeit soll das Unternehmen Mercedes Benz (im folgenden MB), das seit 2005 in seinem Werk in Tuscaloosa, Alabama, USA duale Ausbildungs-Strukturen aufgebaut hat explizit aus der Perspektive des deutschen dualen Ausbildungssystems betrachtet werden, um herauszufinden, welche Unterschiede sich dabei im Vergleich zum deutschen Vorbild entwickelt haben. Da sich diese Arbeit an deutschsprachige Leser richtet, die mit dem deutschen Ausbildungssystem vertraut sind, wird lediglich das US-amerikanische Berufsbildungssystem, sowie die Geschichte der Etablierung des Werkes und der Ausbildungsgänge in Tuscaloosa als Grundlagen im Teil der landesspezifischen Rahmung kurz erläutert. Anschließend folgt die Darstellung des methodischen Vorgehens und im Hauptteil eine systematische Analyse der Ausbildungsprogramme anhand der von Euler (2013) definierten konstitutiven Elemente des dualen Systems. Schließlich erfolgen die Diskussion und die Zusammenfassung der Ergebnisse. Gleichwohl das deutsche duale System von Politikern wie Westerwelle oder der Presse gerne als „Exportschlager“ verkauft wird, das entweder die wirtschaftliche Entwicklung beflügeln oder zur Reduzierung der Jugendarbeitslosigkeit in den Zielländern beitragen soll, haben etliche Studien gezeigt, dass ein direkter Transfer der dualen Berufsausbildung auf einer Systemebene kaum realisierbar ist. Die Gründe für das Scheitern sind vielfältig und liegen vorrangig in der ungenügenden Berücksichtigung der landesspezifischen Besonderheiten und der besonderen Ausbildungsphilosophie und Logik anderer Berufsbildungssysteme. Betrachtet man jedoch das Vorgehen deutscher im Ausland operierender Firmen, hat sich gezeigt, dass diese, unter der Berücksichtigung und Adaption lokaler Kontexte, durchaus erfolgreich duale Trainingsstrukturen in ihren begrenzten Ökosystemen etablieren konnten.

This book brings together a broad range of approaches and methodologies relevant to international comparative vocational education and training (VET). Revealing how youth in transition is affected by economic crises, it provides essential insights into the strengths and weaknesses of the various systems and prospects of VET in contexts ranging from North America to Europe, (e.g. Spain, Germany or the UK) to Asia (such as China, Thailand and India). Though each country examined in this volume is affected by the economic crisis in a different way, the effects are especially apparent for the young generation. In many countries the youth unemployment rate is still very high and the job perspectives for young people are often limited at best. The contributions in this volume demonstrate that VET alone cannot solve these problems, but can be used to support a smooth transition from school to work. If the quality of VET is high and the status and job expectations are good, VET can help to fill the skills gap, especially at the intermediate skill level. Furthermore, VET can also offer a realistic alternative to the university track for young people in many countries.

A decade after the Bologna Declaration has called for the establishment of a cycle system of study programmes and degrees all over Europe the changes actually having occurred in this reform process can be measured and assessed. To what extent did the bachelor students gained international experiences during or after their study program? What is the proportion of bachelor degree holders who are employed about one year after graduation? What are the labor market experiences of those bachelor graduates who started to work? Was it difficult to gain relevant employment? What are the employment conditions for bachelor graduates in terms of income, position, working time, unlimited term contracts compared to traditional graduates? To what extent are bachelor graduates working in areas with close relation to their field of study (horizontal match)? Is their level of education needed for their work tasks (vertical match)? These are the key questions which will be answered in this volume based on surveys of graduates from institutions of higher education recently undertaken in ten European countries (Austria, Czech Republic, France, Germany, Hungary, Italy, Norway, Netherlands, Poland, and United Kingdom). The bachelor-master-structure actually implemented varies substantially between the countries and also the consequences of these reforms differ strikingly. In some countries, more students spend a period of study abroad than the goal set for the year 2020 in the Bologna Process; in other countries, not yet a quarter of the expected rate is achieved. Also the frequency of bachelor graduates differs by country who opt for further study, transfer to employment or are both employed and students. The comparative study also provides a wealth of information about the employment and work situation of bachelor graduates as compared to other graduates from institutions of higher education. The book provides relevant information for students and teaching staff at institutions of higher education, employers and politicians and administrative staff dealing with higher education issues.

What does higher education offer to make students competent actors in the world of work and other life spheres? This issue is most controversially debated in economically advanced countries since about four decades when higher education in economically advanced countries began to serve larger ranges of the occupational pyramid than merely the intellectually and professionally chosen few. The author of this volume analyzes a broad range of issues over four decades of his academic career. Employers’ and graduate surveys, secondary analyses of education and employment statistics as well as analyses of policy and academic debates form the basis of the key argument: Neither trust in expectations formulated by employers or in income and status as measures of successful study nor isolated claims for the pursuit of academic knowledge for its own sake and for the critical functions of higher education are a suitable reference frame for understanding the dynamic links between higher education and the world of work. A “match” between the number of graduates and the corresponding positions or between the competences acquired during study and job requirements cannot be expected. Students are more ambitious and strive for a broader range of goals than they can expect to be rewarded. Graduates have to be both highly qualified experts and sceptics as far as conventional wisdom is concerned, and they have to be prepared for indeterminate tasks.
