Recent social and political developments in the EU have clearly shown the profound structural changes in European society and its politics. Is democracy in crisis? On the one hand, it seems to be decaying under the leadership of political elites who make decisions behind closed doors. On the other hand, citizens are taking to the streets to firmly assert their political participation across the globe. Drawing on a range of theoretical and empirical perspectives, this collection examines the multiple transformations which both the practice and the idea of democracy are undergoing today. It starts by questioning whether there is a crisis of democracy, or if part of this crisis lies in the inadequacy of social and political theory to describe current challenges. Exploring a range of violent and non-violent forms of resistance, the book goes on to ask how these are related to the arts, what form of civility they require and whether they undermine the functioning of institutions. Fifty years ago, the two leading German philosophers and sociologists since the Second World War, Jürgen Habermas and Niklas Luhmann, embarked on a sweeping and contentious debate that would continue for decades. Their coauthored 1971 book Theory of Society or Social Technology laid out their opposing positions on meaning, communication, consensus, and dissent—and ultimately the foundations of modern social thought. Habermas and Luhmann would elaborate their disagreement in the years to come in a controversy whose aftershocks divided social theorists by presenting what appeared to be two fundamentally divergent views of the nature of society and what systems theory was capable of explaining. Focused on the recently hotly debated topic at the crossroads of various human and social sciences, this book investigates the emergence of the cosmopolitan idea of literature and its impact on the reconfiguration of the European and non-European political spaces. The birthplace of this idea is its designers’ traumatic experience as induced by the disconcerting condition of their abode.The thesis is that the eighteenth and nineteenth century’s cosmopolitan projects that grow out of such deep frustrations trace the twentieth century’s global democracy. This hidden origin of cosmopolitan projects dismantles the usual European representation of modernization as universal progress as myopic. Rather than being a generous action of prominent subjects such as Voltaire, Kant, and Goethe, or Bakhtin, Derrida and Deleuze, cosmopolitanism is an enforced reaction of the instances dispossessed by injury that search for the ways of healing it. Yet as soon as their remedy establishes itself as the ground for universal reconciliation, it risks suppressing other’s trauma, i.e. turns from politics into a police. Articulating the author’s position in the recent debates on the structure of democracy, the epilogue suggests an alternative strategy.
