Examines the mechanisms of decision-making in the history of Nazi Germany in relation to two central, interacting motives: the preparation and waging of an expansionist war and racism. The decisions were not Hitler's alone, but of a whole political class. Ch. 6 (p. 200-217) deal with the anti-Jewish measures between 1933-39. Ch. 13 (p. 368-399) deal with the annihilation of the Jews between 1939-45. Suggests that the change in policy from forced emigration and resettlement schemes to genocide may have emerged gradually between August-November 1941; Hitler may not have given an order, but simply assented to proposals and actions already taken by subordinates. Phases of the Final Solution were determined by the phases of the war. Asserts that the Nazi regime implicated the whole German population in its crimes, thus forestalling any possibility of liberation from within and obliging the Allies to demand unconditional surrender.

Examines views toward the Third Reich expressed in the newspapers "Neue Berner Zeitung" (NBZ), "Neue Zürcher Zeitung" (NZZ), "Vaterland", and "Volksrecht". Ch. 3 (pp. 113-162), "Die Verfolgung der Juden", discusses the coverage relating to the persecution of Jews by the Nazi regime, focusing on the boycott against Jewish enterprises, the Nazi legislation, the "Kristallnacht" pogrom, etc. The NBZ favored the Nazi state, considering it as establishing order in the country and as a supporter of agriculture. The attitude of the NZZ was reserved and ironic, mentioning tragic events explicitly only in the early years, contenting itself with a mixture of pragmatism and reasons of state. The Catholic conservative "Vaterland" mistrusted Nazism from the beginning, but was interested only in religious topics. Conversely, the socialist "Volksrecht" reacted with empathy toward the Jews, and made fervent appeals to the world and to the human conscience. Pp. 165-180 discuss the minor attention of the Swiss press regarding the situation in German concentration camps, despite reports by escaped prisoners. For example, the mass murder of 70,000 Jews in Kiev in 1943 was dismissed as atrocity propaganda.

Am 10. Mai 1940 marschierten - wie schon 1914 - deutsche Truppen in Belgien ein. Erneut sollte Belgien für die deutsche Führung als Aufmarschgebiet im Krieg gegen die westlichen Grossmächte Frankreich und England dienen. Doch dieser deutsche Angriff stand in krassem Widerspruch zu der seit 1933 bis 1939 offiziell demonstrierten Verständigungspolitik des Dritten Reiches gegenüber Belgien, die Gegenstand des vorliegenden Buches ist. Die Wiederaufrüstung Deutschlands und die Rheinlandbesetzung mit ihren Auswirkungen auf die Rückkehr Belgiens zu einer neutralen Politik im Jahre 1936 werden hier ebenso berücksichtigt wie die im Anschluss an die deutsche Garantieerklärung vom Herbst 1937 demonstrativ zurückhaltende und vermittelnde Politik Belgiens während der von Hitler ausgelösten «Sudetenkrise» 1938 und der «Polenkrise» im Sommer 1939.
