Die Untersuchung zeigt die Schwächen des Stufenmodells, das die Forschungsdebatten bislang dominierte und von scharfen Zäsuren in der Entwicklung der KZ ausgeht. Demgegenüber stärkt Hörath die Argumente der Kontinuitätsthese, nach der alle wesentlichen Funktionen bereits in den frühen KZ angelegt waren. Wie ihre Studie zeigt, setzte schon kurz nach der Machtübergabe eine systematische Verfolgung von »Asozialen« und »Berufsverbrechern« ein. Die KZ-Einweisungen wurden nur punktuell und allenfalls rahmensetzend von den Zentralinstanzen gesteuert, gingen vielmehr in erster Linie auf die Initiative lokaler Akteure zurück. Bevor sich die in der Frühphase gesammelten Erfahrungen im Konzept der »rassischen Generalprävention« verdichteten, prägten verschieden motivierte und konzipierte Spezialpräventionen das Vorgehen, die Hörath in die langen sozialpolitischen Entwicklungslinien des späten 19. und frühen 20. Jahrhunderts einordnet.
