Studienarbeit aus dem Jahr 2005 im Fachbereich Politik - Klima- und Umweltpolitik, Note: 1,3, Universität Erfurt (Staatswissenschaftliche Fakultät), Sprache: Deutsch, Abstract: Bereits seit vielen Jahren weisen Forscher auf einen stattfindenden Klimawandel hin, der maßgeblich durch den Umgang der Menschen mit ihrer Umwelt bestimmt wird. Die Zunahme von Treibhausgasen in der Atmosphäre seit Beginn der Industrialisierung, bewirkte ein Ansteigen der Durchschnittstemperatur, deren Auswirkungen bereits heute spürbar sind und in den nächsten Jahrzehnten drastische Folgen für die Natur und den Menschen nach sich ziehen können. Jedoch wurde auch festgestellt, dass mit einer Begrenzung und Verringerung des Ausstoßes verschiedener Treibhausgase, die Erderwärmung und der Klimawandel sowie die damit für den Menschen verbundenen Gefahren abgemildert werden können. Anfang der 90er Jahre wurde die daraus resultierende globale Aufgabe endlich aufgegriffen und erste Schritte in Richtung einer internationalen Klimapolitik gemacht. Ein Ergebnis dessen war im Jahr 1997 das Kyoto-Protokoll, das bis jetzt als einziger Meilenstein internationaler Klimaschutzpolitik anzusehen ist. Lange war es unsicher, ob es jemals in Kraft treten würde - doch nun ist es soweit: Das Kyoto-Protokoll verpflichtet ab dem 16. Februar 2005 nach jahrelangen zähen Verhandlungen, über 30 Industriestaaten völkerrechtlich verbindlich zur Reduktion ihrer Emissionen. Hinsichtlich dieses Ereignisses, wie man es zweifelsohne nennen muss, stellt sich die Frage, was das Kyoto-Protokoll bedeutet, was es beinhaltet und vor allem wie wirksam es eigentlich sein kann. Dem versucht sich die vorliegende Arbeit zu widmen. Zunächst sollen der natürliche und der anthropogene Treibhauseffekt und daraus folgende Prognosen kurz als Grundlagen dargestellt werden, um die Notwendigkeit aktiver Klimaschutzpolitik zu verdeutlichen. Im Anschluss daran wird das Kyoto-Protokoll in seinen klimapolitischen Zusammenhängen, Inhalten und Instrumenten erläutert und schließlich sollen wesentliche Kritikpunkte angesprochen werden, da die Einbeziehung von Kritik notwendig ist, um eine zusammenfassende Bewertung des Protokolls zu ermöglichen. Da der Rahmen dieser Ausarbeitung in Anbetracht der Fülle des Themas äußerst begrenzt ist, muss angemerkt sein, dass dies nur insgesamt eine kurze Erläuterung sein kann, die Präzisierung bezüglich vieler damit verbundener Themen bedarf. So müssten z.B. erneuerbare Energien, das übergeordnete Ziel der Nachhaltigkeit und politische und institutionelle Gefüge der internationalen Politik näher betrachtet werden.
