Zum einen werden die Bildungsbereiche geprägt durch neue Werthaltungen und Bedürfnisse der Gesellschaft, zum anderen soll Bildung aber auch aktiv dazu beitragen, die Zukunft zu gestalten. Seit einigen Jahren werden im europäischen Diskurs verstärkt neue gesellschaftliche Entwicklungstendenzen diskutiert. Die erfolgreiche Bewältigung der so genannten "neuen Herausforderungen" kann nur mit Hilfe der Bildung geschehen. Als besonders relevant wird innerhalb der EU der Übergang zu einer wissensbasierten Wirtschaft und Gesellschaft angesehen. Die Realisierung dieses neuen Gesellschaftsmodells soll vor allem durch lebenslanges Lernen erfolgen. Damit ist die Implementierung des lebenslangen Lernens zu einem Querschnittsziel der EU-Aktivitäten geworden. Die Lissabon-Strategie der EU aus dem Jahre 2000 und das dazugehörige Arbeitsprogramm 2010 für die allgemeine und berufliche Bildung gelten als wichtiger Schritt in diese Richtung. Die bisherige Erfolgsbilanz fällt allerdings eher dürftig aus, kaum ein Benchmark scheint bis zum gesetzten Zeitpunkt im Jahre 2010 erreichbar. Laut den Zwischenberichten lassen sich große Defizite bei der Implementierung des lebenslangen Lernens verzeichnen. Auch das deutsche Bildungs- und Berufsbildungssystem schneidet schlecht ab. Die Zielvorgabe für lebenslanges Lernen, als Benchmark konkret durch die Teilnahme an Weiterbildungsmaßnahmen gemessen, wird nicht nur weit verfehlt, im Ländervergleich ist Deutschland sogar ein Schlusslicht in diesem elementaren Bereich der Lissabon-Strategie. Die Gründe hierfür und daraus resultierende Konsequenzen sollen im Rahmen der vorliegenden Arbeit näher beleuchtet werden. Ist das deutsche Bildungs- und Berufsbildungssystem wirklich "schlechter" bei der Realisierung einer "Wissensgesellschaft"? In welchem Ausmaß tragen methodische Aspekte zu diesem Ergebnis bei? Ist vielleicht die deutsche Konzeption des lebenslangen Lernens einfach nicht "kompatibel" mit den quantifizierten Vorstellungen innerhalb der Lissabon-Strategie und führt daher zu einem schlechten Abschneiden? Welche bildungspolitischen Schlussfolgerungen sind aus den Ergebnissen letztendlich zu ziehen?

Die Durchlässigkeit zwischen verschiedenen Bildungswegen zu erhöhen, Zugangsbarrieren zur wissenschaftlichen Bildung abzubauen und beruflich Qualifizierten akademische Bildungswege zu ermöglichen, sind erklärte Ziele der vom BMBF geförderten Initiative 'Aufstieg durch Bildung: offene Hochschulen'. Im Rahmen des Projektes 'Berufsintegrierte Studiengänge zur Weiterqualifizierung im Sozial- und Gesundheitswesen (BEST WSG)' hat die Fachhochschule der Diakonie in Bielefeld verschiedene Konzepte und Modelle dazu entwickelt. Ein Kerngedanke des Forschungs- und Entwicklungsprojektes ist, Bildungsangebote systemübergreifend zu gestalten und berufliche und akademische Bildung bereits im Entwicklungsprozess zusammenzuführen. Studienangebote zu konzipieren, die gut mit der eigenen Berufstätigkeit und familiären Pflichten vereinbar sind, bedeutet auch, Lernorte neu zu denken - sei es am Arbeitsplatz, einer nahegelegenen Bildungsstätte oder online zu Hause. Dabei geht es vor allem um die Anerkennung außerhochschulisch erworbener Leistungen. Hierbei stehen Verfahren zur Anrechnung beruflicher Bildungsleistungen in Form von non-formal und informell erworbenen Kompetenzen im Fokus. Die hier veröffentlichten Projektergebnisse und Erfahrungswerte verstehen sich als bildungstheoretischer und bildungspraktischer Impuls zur Weiterentwicklung und Stärkung von Offenen Hochschulen.
