Von seinen Anfängen im Jahre 1848 ist der deutsche Zentralparlamentarismus den Weg vom "Diskussions-" über das "Alibi-", das "Arbeits- und Kampf-", das "Schein-", "Interims-" bis hin zum "Schaufensterparlament" gegangen und hat nebenbei noch ein 40 Jahre währendes "Akklamationsparlament" hervorgebracht. In der einleitenden linguistischen Analyse der konstituierenden bzw. Umbrüche markierenden Sitzungen werden die unterschiedlichen Arbeitsstile deutlich. Ausgehend von einem Forschungsüberblick, der auch eine Bestimmung der Begriffe "politische Sprache" und "politische Kommunikation" umfaßt, wird gezeigt, daß und wie die Institution Parlament nach und nach das ihr wesentliche Prinzip der Deliberation aufgegeben hat, sich aber in den Plenardebatten weiterhin als "Diskussionsparlament" spielt. Inszenierung und "Inszenierungsbrüche" ergeben dabei zusammen eine widersprüchliche Botschaft an den über die Medien "trialogisch" anwesenden Bürger. Als materieller Rahmen für die parlamentarische Kommunikation verdient in diesem Zusammenhang auch die semiotisch-architektonische Ausstattung der Plenarsäle Beachtung. Nach einer Bestimmung der institutionellen bzw. medialen Bedingungen und Sprechhandlungsformen der parlamentarischen Kommunikation werden am Beispiel der "Wende"-Debatte des Jahres 1982 die wichtigsten Phänomene der parlamentarischen Sprache beschrieben: Schlag-, Schlüssel- und Wertwörter, Metaphorik, Anspielungen, das Spiel mit den Eigennamen, rhetorische Figuren, Präsuppositionen, das Anredeverhalten, das "inklusive Wir", Zitate. Eine vergleichende Analyse der "Selbstverständnis"-Debatte in der Paulskirche und der "Hauptstadt"-Debatte des Deutschen Bundestages kann zeigen, daß und wie offene Diskussion zur Entscheidungsfindung einmal möglich war bzw. ist. Den Abschluß des Buches bildet ein umfangreiches Kapitel über Geschichte, Anfertigung und Verläßlichkeit der Stenographischen Berichte, das auch eine Analyse der Fachsprache der Stenographen enthält, wie diese sich in den "Regiebemerkungen" (Klammerzusätzen) früherer und heutiger Parlamentsprotokolle widerspiegelt.

Als Beispiel zieht der Autor dabei den deutschen Bundestag heran. Politik ist nicht denkbar ohne Sprache! Sprache ist und bleibt das fortwährende „Haus des Seins“. Die Sprache im Beruf des Politikers ähnelt dabei dem Verhältnis von Romeo & Julia, „Wetten dass...?“ & Thomas Gottschalk oder Michael Knight & K.I.T.T. – alles ist getrennt ohne das Pendant nicht denkbar. Seine berufliche Existenz ist davon abhängig, inwieweit der Politiker Botschaften sprachlich kommunizieren kann. Kann er es nicht, ist er zugeknöpft, einsilbig und schweigsam, wird seine Karriere noch schneller zu Ende sein, als sie begonnen hat. In der heutigen Präsentations- und Mediendemokratie, in der jeder zwangsläufig sich gut artikulieren und darstellen muss, wird der sprachlose Politiker gnadenlos scheitern.

This book, the first systematic exploration of the third person in English, German, and French, takes a fresh look at person reference within the realm of political discourse. By focusing on the newly refined speech role of the target, attention is given to the continuity between second and third grammatical persons as a system. The role played by third-person forms in creating and maintaining interpersonal relationships in discourse has been surprisingly overlooked. Until now, third-person forms have overwhelmingly been considered as referring to the absent, i.e. to someone outside the communication situation, other than the speaker or the hearer: the “nonperson”. By broadening the scope and finally integrating the third person, we come to understand The Politics of Person Reference fully, and to see the strategic, argumentative, and dialogical nature of the act of referring to other discourse participants, understood as the act of creating new referents.

In recent years, western societies have experienced a fundamental transformation in the way crime is understood and dealt with. Against the backdrop of a current great interest in narratives in criminology, this book draws on a narrative perspective to explore this transformation. Drawing on data from Germany, the book focuses on changing narratives of youth crime in recent decades and the exact narratives that have been used, abandoned, invented or criticized in order to instil particular understandings of crime and measures to act against it. The author draws upon a wide range of sources, including debates on youth crime in six parliaments from 1970 to 2012; articles on youth crime in four police and six social work journals from 1970 to 2009; and case studies with 15 young defendants who were interviewed before and after their trial and whose trial was observed. In doing so, the author reconstructs narratives over several decades and, overall, reveals a fascinating and multifaceted scope of narratives of youth crime. This book will be of great interest to students and scholars of youth crime and justice, as well as criminology, sociology, politics and social work more broadly.

The parliamentary style of politics has been formed over centuries; nobody theorised it in advance. This book presents a thought experiment to spell out key principles of the parliamentary ideal type of politics. Max Weber offers the main intellectual inspiration, Westminster parliament provides the main historical reference and the author’s studies on parliamentary procedure and rhetoric provide the background for the book.
