Der Bedarf an Energie der Menschheit wird heute vor allem durch Erdöl und Erdgas sichergestellt. Die weltweit nachgewiesenen Erdöl- und Erdgasvorräte sichern diesen Bedarf nur auf begrenzte Zeit. Daher besteht ein großes Interesse an der Entdeckung und Förderung weiterer Vorkommen. Diese werden zu einem erheblichen Teil in der Russischen Föderation vermutet. Dabei sind erhebliche Investitionen – Auslandsinvestitionen und heimische Gelder – zur Durchführung solcher Projekte notwendig. Diese Investitionen müssen gesichert werden. Die Dissertation handelt von Verträgen zwischen dem russischen Staat und Investoren zur Suche, Exploration und Förderung von Bodenschätzen in der Russischen Föderation. Dabei wird ein Schwerpunkt auf den Öl- und Gasbereich gelegt. Sie beschäftigt sich mit Fragen im öffentlichen Wirtschaftsrecht, Investitionsrecht, Bergrecht, Steuerrecht, Staatsrecht und allgemeinen Verwaltungsrecht, sowie im Völkerrecht. Die Arbeit wurde im Sommersemester 2006 an der Rechtswissenschaftlichen Fakultät der Westfälischen Wilhelms-Universität in Münster als Dissertation angenommen.

How does a nation become a great power? A global order was emerging in the nineteenth century, one in which all nations were included. This book explores the multiple legal grounds of Meiji Japan's assertion of sovereign statehood within that order: natural law, treaty law, international administrative law, and the laws of war. Contrary to arguments that Japan was victimized by 'unequal' treaties, or that Japan was required to meet a 'standard of civilization' before it could participate in international society, Howland argues that the Westernizing Japanese state was a player from the start. In the midst of contradictions between law and imperialism, Japan expressed state will and legal acumen as an equal of the Western powers – international incidents in Japanese waters, disputes with foreign powers on Japanese territory, and the prosecution of interstate war. As a member of international administrative unions, Japan worked with fellow members to manage technical systems such as the telegraph and the post. As a member of organizations such as the International Law Association and as a leader at the Hague Peace Conferences, Japan helped to expand international law. By 1907, Japan was the first non-western state to join the ranks of the great powers.

In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just „capitalism“ (the USA), others are „socialism“ (the former Soviet Union). In this light, the (essentially North-West European) welfare state is portrayed as a third way between capitalism and socialism.
