Aleksandr Gel'evič Dugin, geb. 1962, ist eine prominente Gestalt auf der politischen und ideologischen Bühne des heutigen Russlands. Seit Beginn der 1990er nimmt Dugins Präsenz in den Medien und intellektuellen Debatten, im WWW und politischen Leben der GUS stetig zu. In zahlreichen Büchern und Artikeln, die vor allem auch über das Internet große Verbreitung finden, entfaltet er weitreichende geopolitische und gesellschaftspolitische Visionen. Sein Traum von einem sakralen russisch-eurasischen Imperium geht Hand in Hand mit einem frenetischen Hass auf den Westen, vor allem auf die USA. Die Werte des Westens, Demokratie und Menschenrechte, werden in Bausch und Bogen abgelehnt. Ihnen wird der totalitäre Entwurf einer "Geschlossenen Gesellschaft", beruhend auf einem antiliberalen Wertekanon, als Ideal gegenübergestellt. Die eklektizistische Ideologie Dugins greift dabei sowohl auf radikale westliche Denkströmungen als auch auf die russische Slavophilie des 19. Jahrhunderts und den Eurasismus der 1920-30er zurück. Dugins Versuch, sein als "Neoeurasismus" etikettiertes ideologisches Konglomerat als politische Leitideologie Russlands zu etablieren, erzielt erstaunliche Erfolge. Maßgebliche Vertreter kultureller und politischer Eliten Russlands bedienen sich eines Jargons, der seiner Ideologie entlehnt ist. Dugin repräsentiert heute stärker als jede andere russische Figur ein politisches und gesellschaftliches Klima, das unter dem Vorzeichen einer fundamentalen Feindschaft gegenüber dem Westen steht.Trotz dieser Erfolge ist der Name Dugin im Westen bislang nur wenigen bekannt. Dies dürfte auch am Fehlen einer umfassenden Darstellung der Aktivitäten und der Gedankenwelt Dugins für den westlichen Leser liegen. Dem schafft die vorliegende Arbeit Abhilfe: Die Untersuchung arbeit anhand der zentralen Parameter Raum, Zeit und Gesellschafts- und Staatsphilosophie die Facetten des Welt- und Menschenbilds Dugins im Detail heraus und zeigt die Widersprüche in seiner Ideologie auf. This book analyzes the practice of Russia honoring her legal obligations under the European Convention of Human Rights (ECHR): to secure to everyone within its jurisdiction the rights and freedoms defined in the Convention (Article 1 of the ECHR). The study comes to the conclusion that the impact of the ECHR on the Russian legal system, in terms of its implementation by domestic courts, is unsatisfactory. The jurisprudence of the Supreme Court and Supreme Arbitration Court is an attempt to demonstrate to the Council of Europe that the ECHR is being applied, rather than to implement the ECHR. In contrast, the jurisprudence emerging from decisions of the Russian Federation's Constitutional Court and district courts indicates a better understanding of the spirit of the ECHR. Still, the rare instances in which domestic courts implemented the ECHR were, more often than not, prompted by applicants' arguments based on ECHR case-law, rather than by the courts. The book suggests methods of ensuring a more effective implementation of the ECHR's provisions within Russian national law. It develops recommendations on how to assess the Russian government's compliance with judgments of the European Court of Human Rights, and how to interpret explanations submitted by Russia to the Secretary General of the Council of Europe on her implementation of the ECHR.

This timely book analyses ‘soft power’ in the light of neoclassical realist premises as part of the foreign policy toolkit of great powers to expand their sphere of influence. Vasif Huseynov argues that if nuclear armed great powers compete against the same type of powers to expand or sustain their sphere of influence over a populated region, they use soft power as a major expansive instrument while military power remains a tool to defend themselves and back up their foreign policies. Presenting his model of soft power, the author explores the role of soft power projection by great powers in the formation of the external alignment of regional states.
