Deutschland unterliegt einem gravierenden demographischen Wandel. Ziel der Arbeit ist es, Denkanstöße zu liefern, inwieweit auf die viel zu niedrige Geburtenrate Deutschlands von im Durchschnitt 1,3 Kindern pro Frau im Jahr 2006 reagiert werden kann. Den Mittelpunkt der Arbeit bildet das Selbstbild deutscher Mütter, welches anhand einer Fragebogenaktion ermittelt wurde. Dieses Selbstbild dient als Grundlage, um Probleme zu verdeutlichen und Lösungsvorschläge bezüglich einer höheren Geburtenrate zu begründen. Die der Studie zugrunde liegende Umfrageaktion fand im Mai 2009 in Kindergärten in Regensburg (Deutschland) statt. Für ein vergleichbares Ergebnis wurde dieselbe Umfrage auch in Frankreich mit französischen Müttern durchgeführt (im April 2009 in écoles maternelles in Orléans), da sich dieses Land durch eine der höchsten Geburtenraten Europas charakterisiert, einhergehend mit einer hohen Frauenerwerbstätigkeit und einem Ruf als familienfreundliches Land. Die Mütter wurden mit Hilfe von Fragebögen zum Thema Mutterrolle, staatliche Unterstützung, Ganztagsbetreuung und Karriere befragt. Nach einer Auswertung wird deutlich, dass der Großteil der deutschen Mütter sich als halbtags arbeitende Frau sieht, die Spaß an ihrem Beruf hat und Geld verdienen will, aber auch nicht darauf verzichten möchte, sich um ihre Kinder zu kümmern. Die französische Mutter ist eine ganztags arbeitende, unabhängige Frau, die durch gute Organisation des Alltags die Vereinbarung von Beruf und Familie realisieren kann. Durch die Analyse dieser erstellten Selbstbilder mit der Entwicklung der Lebensmodelle in Deutschland und in Frankreich und der aktuellen Familienpolitik der beiden Länder wird deutlich, dass das französische System eine Basis zur Förderung von Familie und Beruf besitzt, während dies in Deutschland noch nicht der Fall ist. Die positive Wirkung der politischen Maßnahmen auf die Vereinbarkeit von Familie und Beruf wird in Frankreich durch die kulturelle Entwicklung in Politik und Gesellschaft verstärkt. Die deutsche Familienpolitik hat sich dagegen bis jetzt wenig auf die gewandelten Wünsche der deutschen Mütter eingestellt. Das deutsche System basiert auf einem traditionellen Familienkonzept, die Betreuungseinrichtungen wie auch die Schulen sind in der Regel nur halbtags geöffnet oder sehr kostspielig, weshalb die Vereinbarung von Familie und Beruf den Frauen meistens sehr schwer gemacht wird. The varying traditions in the migration research of different countries are closely connected to the respective national political landscape and the way in which the respective national state views itself – affirmative and positive or perhaps more self-critical.
