Bei der vorliegenden Untersuchung handelt es sich um die Darstellung des Stauffenberg-Attentats vom 20. Juli 1944 aus franz”sischer Perspektive, denn Paris ist neben Wien und Prag einer der Orte, an denen die Umsetzung des Plans "Walkre" zun„chst erfolgreich war. Zu Beginn wird auf den historischen Hintergrund des Stauffenberg-Attentats, genauer gesagt die milit„rische Lage Deutschlands im Jahre 1944, eingegangen. Da es sich bei den deutschen Verschw”rern in Paris vor allem um Mitglieder des Milit„rs handelt, wird die Form des milit„rischen Widerstands genau beleuchtet. Daneben wird auf die Organisation der Milit„rverwaltung in Paris und die wichtigsten Pers”nlichkeiten der Pariser Verschw”rung, unter anderem General Carl-Heinrich von Stlpnagel und C„sar von Hofacker, und deren Beweggrnde eingegangen. Um das Bild der Verschw”rung und der Umsetzung des Plans "Walkre" zu vervollst„ndigen, wird auch der Ablauf des 20. Juli in Paris genau rekonstruiert und mit dem Ablauf in den St„dten Wien und Prag verglichen. Auch wird auf die Vorbereitungen fr die Zeit in Frankreich nach dem gelungenen Attentat eingegangen und wie die Verschw”rung von den verschiedenen R‚sistance-Gruppen in Frankreich zu jener Zeit aufgenommen wurde. Der Vollst„ndigkeit halber wird auch auf die erst nach dem Zweiten Weltkrieg einsetzende Besch„ftigung franz”sischer Historiker wie Jean Lequillier und Henri Michel mit dem deutschen Widerstand eingegangen. Zum Schluss werden die Grnde fr das endgltige Scheitern der Verschw”rer in Paris noch einmal genau erl„utert. Fr die Untersuchung der Pariser Verschw”rung werden neben den Dokumenten der SD-Berichterstattung auch Tagebucheintr„ge, Zeitzeugenaussagen und zeitgen”ssische Zeitschriftenartikel zu Rate gezogen.

Privatization the transfer of responsibility for public services from the public to the private sector currently evokes intense interest from policy makers. To its advocates, privatization conjures up visions of a lean, streamlined public sector reliant upon the private marketplace for the delivery of public services. To opponents, it conjures up visions of a beleaguered government bureaucracy ceding vital public services to unreliable entrepreneurs. At best, privatization can reduce the costs of government and introduce new possibilities for the better delivery of services. At worst, it may undermine equity, quality, and accountability. In Privatization and Its Alternatives distinguished scholars from several social science disciplines evaluate privatization efforts in the United States and abroad, and at different levels of government: federal, state, and local. They look primarily at three important policy areas education, housing, and law enforcement that sharply illustrate the dilemmas facing policy makers as the debate about privatization shifts from the delivery of hard services, such as refuse collection, to human services. Contributors have very different perspectives: some are enthusiastic about privatization, others are very skeptical indeed. None of these papers has been published elsewhere; the volume developed from a 1987 conference on privatization sponsored by the La Follette Institute of Public Affairs at the University of Wisconsin Madison.
