The report contains recommendations for specific items of cost and technical data to be collected from computer program development projects. Forms are provided to facilitate (1) recording of cost and technical data through the computer program development cycle, including the tracking of estimated and actual values, and (2) the creation of a skeletal history of resource expenditure patterns. Advantages are described, including the accumulation of comparable data from different types of computer programming jobs performed in different management environments, and the construction of a data bank for use in the development of standards for planning, controlling, and evaluating computer programming activities. The reporting system is intended for use mainly by System Program Offices (SPOs) of the Air Force Systems Command. For this reason, the organization of the reporting system, the classification of costs, and the steps in the development process have been designed for compatibility with certain of the budgetary and management systems that do or are expected the SPOs. Specifically, these are: (1) the Program Budget, (2) Cost Information Reports (CIR), and (3) System Program Management Procedures, as described in the AFSCM 375 series. The recommended items of cost and technical data are intended to aid both cost management and cost analysis. A subset of data items that is oriented only toward cost management is also provided. The report describes a system for the collecting and reporting on data on the resources expended in the production of computer programs. The system is intended to: (1) provide information to facilitate management control during the progress of a computer programming effort; (2) build a data bank from which better cost-estimating relationships and planning tools can be developed; (3) accomplish the above with a minimum of interference with operating personnel. The report was designed to provide sample materials necessary for the implementation of cost reporting in any organization in which computer programming is performed; it includes a description of the steps that constitute the computer programming process, the kinds of personnel who would be involved in the cost-collection and -reporting system, a recommended work flow and suggested forms for use in data collection and reporting, a work breakdown structure for associating costs with activities, and a brief discussion of the relationship of this system with several existing Department of Defense management procedures.

This technical report examines the costs of developing and maintaining computer software for major defense systems. A process model is described which depicts the relations among activities and phases of the software life cycle, identifies the product and cost information that is normally available, and specifies the milestones. This process model is normally used as the basis for selecting the elements of a software cost reporting system. The suggested reporting system also includes descriptions of the final product, time phasing of product development, a standardized list of Computer Program Components, and a standardized list of labor categories. During the study, data was collected from several sources including the following Air Force organizations: Electronic Systems Division, Aeronautical Systems Division, Space and Missile Systems Organization, and Data Systems Design Center. Cost estimating relationships for each phase of the software life cycle are explored, using the process model and the data. The importance of trade-offs in cost between phases is demonstrated. The report also contains estimating relationships for evaluating the cost effects of software size, computer capacity constraints, programming language, and changes in requirements. It also addresses the separation of two activities, error correction and product improvement, during the maintenance phase of the life cycle. Results are integrated with other software cost estimating techniques. (Author).
