Implicit in the Army Force XXI concept is the idea that information and data are assets-as important in their own right as the Army's physical assets of personnel, vehicles, and materiel. The Army's Velocity Management initiative, which is focused on logistics, recognizes the central importance of using performance data to inform the reengineering and management of logistics processes. To truly qualify as an asset, however, data must have the requisite quality. Unfortunately, much logistics data in the Army is widely perceived to be of poor quality. This perception is based on personal experience, anecdotes, and numerous examples of failed analyses and modeling efforts that were unable to overcome data problems. The purpose of this project was to examine quality problems in Army logistics data and to recommend solutions. To focus the project, we selected a small group of data elements generated by the 'retail' Army that are transmitted to and used by centralized logistics activities in the 'wholesale' Army. Our working definition of 'bad data' is based on the current data- quality literature, which links the idea of data quality to the uses to which data are put: if a given set of reported data cannot provide the information needed for decisions, a data-quality problem exists. Our discussion of logistics data problems is grounded in the uses of the data.

The Logistics Modernization Program (LMP) is an Army business system that is intended to replace the aging Army systems that manage inventory and depot repair operations. Through 2009, the Army obligated more than $1 billion for LMP. LMP was originally scheduled to be completed by 2005, but after the first deployment in July 2003, the Army delayed fielding because of significant problems. The Army has since decided to field the system in two additional deployments: the second deployment occurred in May 2009, and the third deployment is scheduled to occur in October 2010. This report evaluated the effectiveness of the Army's management processes in enabling the second deployment sites to realize the full benefits of LMP. Illustrations.

Pursuant to a congressional request, GAO reviewed the Army Aviation Systems Command's efforts to identify systemic problems with the quality and availability of certain helicopter parts. GAO found that: (1) the Command's approach has been to resolve individual problems as they arise, instead of identifying the systemic causes of problems; (2) the Command collects information necessary to identify parts with quality problems, but the information is not useful in its current state; (3) the completeness and accuracy of the information in the Deficiency Reporting System (DRS) depends on input from functional directorates that are responsible for investigating identified problems; (4) the Command is developing a proactive approach to improving the quality of its parts and reducing operating and support costs; and (5) one activity within the Command has been developing and testing a proactive system to promptly identify parts that are likely to develop problems with supply availability.
