In 2019, the World Health Organization set up an advisory group on the Governance of the Private Sector for Universal Health Coverage. The group was formed with the primary goal of providing advice and recommendations on the regulation and engagement of the private sector in the context of WHO GPW goal of 1 billion more people benefiting from Universal Health Coverage, and in particular outcome 1.1.4, "Countries enabled to ensure effective health governance". In late 2020, the advisory group finished a new strategy designed to help WHO facilitate a new way of governing mixed health systems by building consensus around the means and strategies of engaging the private health sector in health care service delivery. This new strategy focuses on the governance of the whole health system - both private and public - to ensure that all people have access to quality health care without suffering financial hardship, irrespective of where they seek care. The eight studies in this volume were commissioned by WHO to help the advisory group to complete its work on the new strategy. Each of these studies also contributes valuable information to broader discussions about the role of the private sector in health care and the growing momentum to using cross-sector partnerships to achieve the health-related SDGs.

The Future of Open Data flows from a multi-year Social Sciences and Humanities Research Council (SSHRC) Partnership Grant project that set out to explore open government geospatial data from an interdisciplinary perspective. Researchers on the grant adopted a critical social science perspective grounded in the imperative that the research should be relevant to government and civil society partners in the field. This book builds on the knowledge developed during the course of the grant and asks the question, “What is the future of open data?” The contributors’ insights into the future of open data combine observations from five years of research about the Canadian open data community with a critical perspective on what could and should happen as open data efforts evolve. Each of the chapters in this book addresses different issues and each is grounded in distinct disciplinary or interdisciplinary perspectives. The opening chapter reflects on the origins of open data in Canada and how it has progressed to the present date, taking into account how the Indigenous data sovereignty movement intersects with open data. A series of chapters address some of the pitfalls and opportunities of open data and consider how the changing data context may impact sources of open data, limits on open data, and even liability for open data. The lack of migration data has been internationally recognized; the Global Compact for Safe, Orderly and Regular Migration urges all countries to improve data on migration to ensure that policies and programmes are “evidence-based”, but does not spell out how this could be done. Targeting is a commonly used, but much debated, policy tool within global social assistance practice. Revisiting Targeting in Social Assistance: A New Look at Old Dilemmas examines the well-known dilemmas in light of the growing body of experience, new implementation capacities, and the potential to bring new data and data science to bear.The book begins by considering why or whether or how narrowly or broadly to target different parts of social assistance and updates the global empirics around the outcomes and costs of targeting. It illustrates the choices that must be made in moving from an abstract vision to implementable definitions and procedures, and in deciding how the choices should be informed by values, empirics, and context. The importance of delivery systems and processes to distributional outcomes are emphasized, and many facets with room for improvement are discussed.
