While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

The charm of the photographs by Thomas Hoepker (*1936 in Munich) lies in their documentary quality, their authenticity, and their testimonial character, for they were produced by an impartial eye. Hoepker was a photojournalist for magazines such as Stern and Geo for many years. In the early seventies he and his wife, journalist Eva Windmöller, were accredited in the German Democratic Republic, and they spent several years reporting on politics and everyday life in East Berlin. Today, what is left of the former DDR*? The once model student of the former ex-USSR and of the forty years of authoritarian regime at the heart of the Eastern Bloc... Above all, what is left of the daily life of these millions of East Germans? What remains of all that they lived through, saw, heard and felt over the course of four long decades? One day in November 1989 a wall came down in Berlin, bringing with it the traces of these forty years of dictatorship that had regimented every aspect of the daily lives of our neighbours behind the Iron Curtain. Yet, in under ten or so years, the bulldozer of reunification had swept away almost all vestiges of that sombre period due to a hunger to live freely and to forget. In 2006, the famous DDR museum opened in Berlin, brandishing the slogan, "a hands-on experience of history", where everything is focused around the experience of daily life. The universe presented to visitors invariably leads them to ask the following question: how would I have survived under this authoritarian system, which seems to come from another era? Our Western imagination, steeped in films like Good Bye, Lenin! (2003), The Lives of Others (2007) and Barbara (2012), finds an atmosphere resembling that of those films in this unusual museum. Today, in honour of the thirtieth anniversary of the Fall of the Berlin Wall, I chose to photograph the DDR museum in the presence of visitors, thereby offering an emotional and personal vision of a world that has now disappeared, seen through the prism of the museum. A museum that allows us to live vicariously thanks to the 300,000 symbols from that epoch. The mechanism of disarmament, demobilization, and reintegration (DDR) is widely acknowledged to be an essential component of successful peacekeeping, peace-building, postconflict management, and state-building. Security sector reform (SSR) has emerged as a promising though poorly understood tool for consolidating stability and establishing sovereignty after conflict. While DDR enables a state to recover the monopoly (or at least the preponderance) of force, SSR provides the opportunity for the state to establish the legitimacy of that monopoly.The essays in this book reflect the diversity of experience in DDR and SSR in various contexts. Despite the considerable experience acquired by the international community, the critical interrelationship between DDR and SSR and the ability to use these mechanisms with consistent success remain less than optimally developed. DDR and SSR are essential tools of modern statecraft, but their successful use is contingent upon our understanding of both the affinities and the tensions between them. These essays aim to excite further thought on how these two processes-DDR and SSR-can be implemented effectively and complimentarily to better accomplish the shared goals of viable states and enduring peace.
